Assess the extent of examination to be undertaken by the applicants for recognition of military qualification for conversion or validation of foreign flight crew licences and ratings.
Direct, maintain and develop as required the examination of applicants for the various flight crew licences and ratings provided for in the Qatar Civil Aviation Regulations (QCARs).
Prepare and review the detailed examination curricula and conditions of examination for the various flight crew licences and ratings provided for in QCAR consistent with the privileges granted therein and the requirements of the ICAO.
Prepare flight crew examination question papers and mark candidates' answer sheets to ensure that standards consistent with current aviation practice and the privileges granted by the licences and ratings in question are established and maintained.
Conduct routine and non‑routine inspections and surveillance audits of approved organisations, their facilities, manpower requirements, capabilities, etc. at their approved locations to ensure continued compliances with the established requirements.
Review, amend and revise regulatory publications and technical procedures manuals in accordance with ICAO SARPSs and other adapted foreign civil aviation requirements (e.g., EASA I Rs and FARs).
Responsible for oversight and enforcement processes and functions.
Ensure that operators fully establish the root cause of all submitted Mandatory Occurrence Reports (MOR).
Participate in the development, evaluation and revision of regulations, procedures, guidance material and other related material related to training organisations, instructors, examiners and flight simulators.
Evaluate applications for approval of training organisations and aircraft flight
Evaluate ground training curricular/manuals and study material submitted by approved training organisations in support of applications for approval to conduct approved training courses.
Prepare, review and arrange for the publication of information circulars, pamphlets and educational material relating to the examination for the grant of FCL and ratings provided for in QCAR.
Evaluate the effectiveness of the compliance system and, if required, of the safety management system of organisations.
Experience
Professional Higher Education or equivalent experience.
Hold or held a professional aviation licence or a university degree in physical science or aviation related area.
Have a minimum of 5 years' aviation experience including teaching.
Conversant in auditing and inspection techniques in the areas of flight crew licensing is an advantage[AK2.1]
Preferably passed ATPL (A/H) theory examinations similar or equivalent to the syllabus defined in the QCAR (Aircrew Licensing Regulations).
Experience in development, implementation and auditing procedures.
Interviewing communication skills in a multi‑cultural environment.
Have knowledge of relevant Qatar aviation regulations (on aircrew licensing).
Must have working knowledge of ICAO Annexes and Documents, and internationally recognised regulatory systems such as EASA and FAA.[AK3.1]
Preferably, with demonstrated experience in a regulatory environment.
Appropriate skill levels and experience in SMS, risk assessment and project management.
Have good judgement and decision‑making skills.
Possess excellent report‑writing skills.
Adequately proficient in written and oral communication of technical English language (English Level C1).
Computer literate (Windows and MS Office).
