Aircrew Licensing Inspector (Licensing Controller) About the role
- Assess and approve applications for the issue or renewal of flight crew licences and/or ratings.
- Assess applications for the validation of licences issued by ICAO Contracting States to determine examination and flight test requirements.
- Evaluate applications for issue/ revalidation/renewal of instructors and examiners certificate.
- Evaluate qualified service pilot qualifications to determine examination and flight test requirements for civil license and/or rating issuance.
- Participate in the certification, auditing and inspection of approved training organizations.
- Establish and prepare statistical analysis of all licences, instructors and examiners certificates.
- Conduct routine and non-routine inspections and surveillance audits of approved organizations, their facilities, manpower requirements, capabilities, etc. at t heir approved locations to ensure continued compliances with the established requirements.
- Review amend and revise regulatory publications and technical procedures manuals in accordance with ICAO SARPs and other adapted foreign civil aviation requirements (e.g., EASA IRs and FARs).
- Participate in the development, evaluation and revision of regulations, procedures, guidance material, and other related material related to training organizations, instructors, examiners and flight simulators.
- Evaluate applications for approval of training organizations and aircraft flight simulators.
- Evaluate ground training curricular/manuals and study material submitted by approved training organizations in support of applications for approval to conduct approved training courses.
- Prepare correspondence in answer to all enquiries concerning flight crew licensing requirements.
- Prepare, review and arrange for the publication of information circulars, pamphlets and educational material relating to the examination for the grant of FCL and ratings provided for in QCAR.
- Professional Higher Education or equivalent experience.
- Hold or held a professional aviation license or a university degree in physical science or aviation related area.
- Experience in development, implementation and auditing procedures[AK1.1]
- Must have at least 5 years' experience in personnel licensing processes.
- Must have at least 3 years' experience in the process of certification.
- Must have knowledge in ICAO Annex 1 and conversant with other ICAO annexes and Documents and internationally recognized regulatory systems such as EASA and FAA.
- Must have knowledge of licensing regulations, licensing practices and procedures for flight crew and licenses other than flight crew.
- Experience in development, implementation and auditing procedures.
- Interviewing communication skills in a multi-cultural environment.
- Have knowledge of relevant Qatar aviation regulations (on aircrew licensing).
- Preferably, with demonstrated experience in a regulatory environment.
- Appropriate skill levels and experience in SMS, risk assessment and project management.
- Have good judgment and decision-making skills.
- Possess excellent report writing skills.
- Adequately proficient in written and oral communication of technical English language (English Level C1).
- Computer literate (windows and MS office).
