Sr. Commissioning Engineer – E&I

Qualification

B.Sc. (or BE) in Instrumentation Engineering from a recognized university with extensive commissioning experience in Oil & Gas projects. Good skills in construction management, effective communication and conflict resolution.

A minimum of 8–14 years of relevant construction and installation activities in oil & gas industry projects. Experienced in implementing construction industry best practices, systems, processes and standards. Multi‑discipline engineering exposure with troubleshooting and problem‑solving skills. Strong offshore project construction and installation experience is strongly preferred.

• Good communication skills.
• Exposure to commissioning software ICAPS and similar systems.
• Effective communication, conflict resolution, and construction management.

• Commissioning of F&G systems, DCS, ICs, Power Management Systems, Instrument air, Wellhead Control Systems, and other offshore systems.
• Experience with multi‑disciplinary engineering deliverables and commissioning approaches.

• Represent Qatar Energy as Commissioning Team Leader for all assigned offshore projects.
• Review and comment on EPIC Contractor SOW pre‑commissioning, commissioning and completion activities.
• Lead project pre‑commissioning, commissioning and start‑up engineering support services rendered by outsourced contractors, ensuring compliance with Qatar Energy regulations, project commissioning procedures and industry best practices.
• Report to Head, Commissioning on all commissioning‑related matters under execution for successful completion.
• Improve Qatar Energy commissioning procedures, initiate and contribute to the standardization of commissioning deliverables.
• Develop commissioning strategy, commissioning plan and obtain approval in consultation with End User and in accordance with contract requirements, coordinating closely with Head, Commissioning and EPIC Contractor.
• Lead the commissioning team in developing and arranging approval of commissioning procedures for all systems and facilities.
• Organise and ensure the availability of the commissioning team and arrange required manpower support from End User and Contractor.
• Plan commissioning activities and ensure implementation as per the approved Commissioning Plan and project schedule.
• Detail activities into required systems and subsystems to facilitate commissioning and start‑up.
• Develop and arrange approval of all commissioning handover checklists and certificates, and coordinate with contractors/vendors to solve system/equipment performance problems.
• Work closely with project construction team, End User, and Contractor to coordinate punch‑listing activities from beginning to end of the commissioning process, including clearance and close‑out.
• Coordinate vendor visits and on‑job training to assist in commissioning of critical equipment and processes.
• Participate and contribute to all safety design reviews and studies; participate in FAT when required.
• Support and assist the project team in project close‑out gate.

Frequent long working hours may be required, including outdoor field work. Work is performed in a multi‑disciplinary, multi‑cultural environment requiring special coordination and expediting skills. Sound interpersonal relationships and effective communication within Qatar Energy and Contractor teams are essential.
