WINPCS Coordinator

Responsibilities

• Develop detailed commissioning and start‑up procedures for assigned systems and produce or assist in producing all test and commissioning documentation.
• Assist the Commissioning Manager in planning development, scheduling, progress tracking, and reporting.
• Undertake testing and commissioning activities in line with site requirements.
• Monitor progress, record all test results, witness final testing and acceptance of equipment, and compile all documentation for inclusion in respective dossiers.
• Ensure safe testing and commissioning of completed installations to achieve plant performance in accordance with project programme requirements.
• Coordinate and provide on‑site/in‑field leadership of a multi‑discipline commissioning team.
• Interact with Engineering, Construction and Client Operations teams.
• Manage the completion of walk‑downs and Punch Lists for offered systems/sub‑systems.
• Assist Construction with inspection and Punch Lists of installation and vendor packages.
• Update and forward the Punch List and other commissioning‑related data and inputs per system to the CMS Admin/Coordinator.
• Ensure technicians work is carried out in a safe and controlled manner in accordance with site procedures and PTW system.
• Coordinate and execute various testing such as functional test, performance test, acceptance test, and others as required during pre‑commissioning, commissioning and start‑up stages.
• Ensure all documentation and resources are available to perform work scope for the pre‑commissioning, commissioning and start‑up activities.
• Coordinate Certifying Authority witnessing on site.
• Provide Operations with technical support throughout start‑up, stabilisation and performance testing.
• Supervise the Commissioning Team in meeting scheduled deadlines and ensuring the technical integrity of work carried out.
• Communicate clearly and concisely, both orally and in writing.
• Coordinate activities with other departments and staff.
• Establish and maintain effective working relationships in positive team spirit with direct supervision and other departments.
• Undertake other duties as may be assigned or requested.

• Candidate should be a motivated self‑starter with complex problem‑solving ability.
• Minimum qualification:
  
  Graduate in Engineering.
• Formal certification in Project commissioning is desirable.
• Proficient in day‑to‑day computer usage and well versed with regular office applications, drafting, engineering, project management software, etc.
• Excellent communication skills and team‑oriented personality.
• Considerable experience in commissioning and start‑up of process and utility systems related to Oil & Gas industry.
• Fluent and expert in reading and interpreting P&'s, Piping Isometrics and Production Flow Diagrams.
• Commendable knowledge in commissioning and start‑up of Stationary and Rotating equipment, Gas and Oil pipeline systems.
• Operations and maintenance of production facilities.
• Report writing and records maintenance; writing of procedures, method statements, etc.
• Project management skills; cost, time and project scope.
• Knowledge of Permit to Work System, occupational hazards, standard safety procedures and safe work practices.
• Millwright, piping and workshop knowledge.
