Overview
The PTW Manager is responsible for the development, implementation, and control of the Permit-to-Work (PTW) system for mission-critical data center projects. The role ensures that all high-risk construction, testing, commissioning, and live operational activities are executed safely, systematically, and in compliance with project HSE requirements, client standards, and international best practices.
This position plays a critical role in maintaining operational safety, minimizing risks, and supporting zero downtime and zero incident objectives within hyperscale and mission-critical environments.
Key ResponsibilitiesPTW System Management
- Develop, implement, and maintain a comprehensive Permit-to-Work system aligned with client requirements and international safety standards.
- Manage and control all permit categories including Hot Work, Cold Work, Electrical Isolation/Energization, Confined Space Entry, Work at Height, and LOTO permits.
- Ensure permits are properly reviewed, issued, monitored, suspended, and closed in accordance with approved procedures.
- Maintain permit compliance across all project phases, including construction, commissioning, and operational readiness activities.
- Coordinate and control high-risk activities within mission-critical environments.
- Manage permit controls for energized electrical works, UPS systems, battery installations, generators, fuel systems, pressure testing, and mechanical commissioning activities.
- Ensure strict adherence to safety protocols within live operational facilities and no mistake environments.
- Liaise with construction, MEP, CSA, ELV, commissioning, operations, and HSE teams.
- Coordinate simultaneous operations (SIMOPS) to prevent conflicts, operational risks, and service interruptions.
- Facilitate daily PTW coordination meetings and permit reviews.
- Develop and enforce electrical and mechanical isolation procedures.
- Implement and manage Lock-Out Tag-Out (LOTO) programs.
- Verify energy isolation and zero-energy states prior to work execution.
- Maintain isolation registers, logs, and tracking systems.
- Coordinate PTW requirements for FAT, SAT, IST, integrated systems testing, black building testing, and failure scenario testing.
- Ensure risk assessments and mitigation measures are established before energization and testing activities.
- Support commissioning teams in maintaining safe testing environments.
- Ensure compliance with project HSE plans, Qatar regulations, and international safety standards.
- Review and approve Risk Assessments (RA) and Method Statements (MS).
- Conduct safety inspections, audits, toolbox talks, and permit compliance reviews.
- Support incident investigations and corrective action implementation.
- Maintain PTW registers, permit logs, isolation records, and audit documentation.
- Generate daily, weekly, and monthly PTW performance reports.
- Ensure full traceability and audit readiness of all permit-related activities.
- Monitor permit trends and identify opportunities for process improvement.
- Deliver PTW, isolation, and LOTO training programs for engineers, supervisors, contractors, and subcontractors.
- Promote workforce awareness of permit procedures and emergency response requirements.
- Support continuous improvement initiatives related to operational safety and permit management.

Experience:
Minimum 8–12 years of experience in construction, commissioning, operations, or mission-critical facilities. - Minimum 5 years of dedicated experience managing Permit-to-Work systems.
- Education: Bachelor s Degree in Electrical, Mechanical, Civil Engineering, or a related discipline.
- Proven experience in hyperscale data centers, mission-critical facilities, or live operational environments.
- Strong knowledge of PTW systems, isolation management, and Lock-Out Tag-Out procedures.
- Experience coordinating high-risk construction and commissioning activities.
- Familiarity with Tier III and Tier IV data center environments.
- Strong understanding of NFPA, IEC, OSHA standards, and Qatar Construction Specifications (QCS).
- Excellent stakeholder management, coordination, and communication skills.
