Marine Specialist – Offshore ProjectThis is a contract and residential role to be based in Qatar with an initial contract duration of 3 years (renewable).
Start Date:
Negotiable (typically within 1 month notice). Duration: 36 months (potential for extension).
Location:
Onshore (site based), Qatar with occasional offshore visits. Working
Schedule:
6-days per week / 10 hours per day.
Support the overall implementation of the project marine assurance and governance processes, including regular inspections/verifications onboard project marine spreads. Lead the verification and validity of Project Marine Units, Crew, and Personnel documentation in compliance with International and QE LNG regulations to enable safe and efficient offshore marine operations.
Key Job Accountabilities- Reports to Marine Lead (NFXP Offshore).
- Review and steward Marine Units Certifications to ensure compliance with international marine regulations, QE LNG, and project requirements. Validate Marine Units Crew Certifications to maintain operational compliance and readiness. Contribute to the overall project marine assurance and compliance reporting.
- Maintain full traceability of marine units and crew compliance. Track and update compliance documents to reflect real-time status of marine units and crew credentials and prevent lapses in mandatory marine documentation.
- Assist on project marine assurance and compliance reporting and KPIs monitoring, in accordance with QE LNG requirements.
- Monitor regulatory adherence and support PMT with project documentation review to ensure compliance with industry, QE LNG, and project marine requirements and specifications.
- Attend marine units and perform regular inspections to verify compliance with international marine regulations, QE LNG Marine Operations Procedure and project requirements.
- Provide site support and onboard verification during marine incident investigations, mechanical breakdown management and fit for service protocols/reporting.
- Facilitate and support offshore situational awareness and emergency response readiness onboard marine units, support onboard safety and welfare campaigns, promote sharing and implementation of lessons learned and best practices.
- Support HAZIDs, risk assessments, project technical reviews and marine execution readiness (RTP) sessions. Coordinate with EPC Contractor Marine team to ensure alignment in marine assurance requirements.
- Contribute to capturing marine operations lessons learned, support areas of improvement identification and implementation. Follow up on marine incident investigations corrective actions implementation.
- Act as PMT Marine Representative onboard project marine units to ensure technical objectives are met within the approved procedure and manage technical marine related interfaces between PMT, site PMT, MWS, Contractor and Marine Crews.
Minimum Requirements: Bachelor’s degree in sciences, marine disciplines, or engineering or Diploma in marine or nautical disciplines, and STCW II/1, STCW III/1 Certification.
Knowledge And/or
Experience:
10 years marine operations experience.
- Knowledge of national and international maritime and shipping regulations.
- Strong technical and operational marine knowledge.
- Experienced in handling offshore marine units operating in the oil and gas industry.
- Knowledge of critical marine operations including offshore installation, construction vessels and barges, heavy lifts, transportation, pipe and cable lay, jack‑up accommodation barges, and dive support vessels.
- A high level of proficiency in written and spoken English.
- Excellent interpersonal and communication skills with a focus on teamwork and the ability to communicate and interact within a PMT. Computer literacy involves the regular use of professional office applications and technical applications.
