Job SummaryWe are seeking a highly experienced Senior Civil Engineer to oversee the operation, maintenance, and rehabilitation of drainage network assets within assigned catchment areas in Qatar. The successful candidate will be responsible for managing framework contractors, ensuring asset reliability and performance, leading maintenance and rehabilitation projects, and ensuring compliance with contractual, safety, and operational requirements.
Key Responsibilities Operations & Maintenance- Manage framework contractors responsible for maintenance, cleaning, and RRRU (Repair, Rehabilitation, Replacement & Upgrade) works across:
- Foul Water Networks
- Surface Ground Water (SGW) Systems
- Treated Water (TW) Systems
- Ensure the availability, reliability, and maintainability of all drainage network assets within the assigned catchment zone.
- Supervise inspection and monitoring activities to ensure contractor compliance with contractual obligations and performance requirements.
- Review annual preventive maintenance and repair schedules and recommend improvements to minimize service disruptions.
- Advise contractors on initiatives that improve maintenance efficiency, reduce costs, and sustain system performance.
- Participate in investigations, root cause analyses, and technical reporting related to:
- Customer complaints
- System failures
- Flooding incidents
- Network breakdowns
- Ensure emergencies and incidents reported by customer service teams, stakeholders, or other parties are promptly attended to and resolved by contractors.
- Review tender documentation for capital maintenance and RRRU projects.
- Lead all project lifecycle stages for rehabilitation, repair, replacement, and upgrade works based on catchment requirements.
- Provide technical and commercial support to engineering teams regarding framework contracts, risks, and contractor performance.
- Ensure compliance with all Enterprise Asset Management System (EAMS) processes and other DNO&M operational procedures.
- Monitor contractor adherence to quality, health, safety, and environmental standards.
- Identify, streamline, and eliminate redundant or duplicate processes to improve operational efficiency.
- Bachelor's Degree in Civil Engineering or a related discipline.
- Degree obtained from North America, Western Europe, or Australia is preferred.
- Chartered Membership/Professional Registration in a relevant engineering discipline is an advantage.
- Minimum 10 years of cumulative experience in drainage networks and wastewater infrastructure.
- At least 3 years of experience managing contractors and leading engineering teams
. - Experience working within a multidisciplinary organization, preferably in the Middle East
. - Strong knowledge of:
- Drainage and sewerage systems
- Contract Management
- Asset Management
- Quality, Health, Safety & Environment (QHSE) regulations and procedures
- Proven ability to support organizational change and continuous improvement initiatives.
