Primary FunctionsThis position will prepare cost estimates for bidding multimillion dollar projects in the Oil and Gas sector.
Tasks and Responsibilities- Review customer bid tender package to fully understand SWO specifications and schedule.
- Raise clarifications where necessary.
- Review and understand contract price forms, clarify unit rates and lump‑sum breakdowns.
- Understand bid strategy, build sequences and methods to execute the scope of work from operations engineers.
- Issue technical execution plan.
- Request and coordinate input from Operations, Production, Shop Engineers, Yard Superintendents, Planning, Welding Engineers, QA/QC, Construction Support Engineering, and Procurement.
- Check whether new equipment is required to execute work.
- Obtain cost data by liaising with Procurement.
- Prepare RFQs for scopes that cannot be executed in‑house and issue to Procurement for subcontractor quotes.
- Perform RFQ bid evaluations and select subcontractors with competitive pricing.
- Perform quantity take‑offs and determine workforce, rental equipment and material costs.
- Prepare detailed estimates in accordance with scope of work based on standard rates, historical performance or first principle.
- Compile overall estimates.
- Conduct reviews with management to finalize estimates.
- Ensure bid estimates are fully approved and signed off by all parties.
- Record all basis of bid estimate in a formal document.
- Record all communication assumptions from the bid to allow easy reference during execution.
- Maintain historical records of estimates.
- Compile actual performance of repeated works performed in yard and develop benchmarks for future bids.
- Compare actuals to estimates and analyze reasons for variance.
- Recommend benchmark revisions where necessary.
- Lead new initiatives, development and suggestions from management to improve processes.
- Diploma or Bachelor of Engineering in Mechanical, Structural Engineering or equivalent.
- 5+ years of experience in offshore construction involving structures such as jackets, topsides and bridges. Understand components, construction methods and processes.
- Ability to read engineering drawings.
- Excellent written and spoken communication skills.
- Well‑versed in Microsoft Office, PowerPoint, Excel, PDF, and other computer applications.
- Ability to meet challenging deadlines and manage changes, both internally and externally imposed.
