Senior Technical & Proposal manager

The Technical Proposal Manager is responsible for leading the preparation, coordination, and submission of high-quality technical proposals and tender documents for EPC projects within the Energy, Utilities, and Oil & Gas sectors. The role requires close collaboration with multidisciplinary engineering teams to develop compliant, competitive, and technically sound bid submissions aligned with client requirements and project objectives.

• Lead the preparation and development of technical proposals, bid documentation, and tender submissions for EPC projects.
• Review tender documents, specifications, scope of work, and client requirements to ensure complete compliance.
• Coordinate with engineering, project management, procurement, HSE, planning, and commercial teams to gather required technical inputs.
• Prepare technical methodologies, execution strategies, construction approaches, and method statements.
• Develop compliance matrices and ensure all technical submissions meet client and contractual requirements.
• Conduct technical risk assessments and identify potential project execution challenges during the tender stage.
• Support the preparation of project schedules, resource plans, and technical deliverables for bids.
• Ensure consistency, accuracy, and quality of all proposal documents before submission.
• Participate in technical clarification meetings, client discussions, and pre-bid conferences.
• Maintain bid registers, proposal records, and document control systems.
• Contribute to continuous improvement of proposal processes, templates, and best practices.

• Bachelor's Degree in Mechanical, Civil, Electrical, Instrumentation, Chemical Engineering, or a related engineering discipline.
• Professional certifications related to Project Management or Tendering will be an advantage.

• Minimum 10-12 years of experience in technical proposal development, tender preparation, and EPC project execution.
• Proven experience in Energy, Utilities, Oil & Gas, or large-scale infrastructure projects.
• Experience managing and coordinating multidisciplinary engineering teams during tender preparation.
• GCC and international project experience is preferred.

• Strong knowledge of technical bid documentation, compliance matrices, and tendering procedures.
• Expertise in method statements, execution strategies, and technical risk assessment.
• Excellent technical writing and presentation skills.
• Strong stakeholder management and interpersonal skills.
• Excellent attention to detail and document management capabilities.
• Ability to work under tight deadlines and manage multiple tenders simultaneously.
• Strong analytical, problem-solving, and organizational skills.
