DescriptionRisk Identification & Profiling: Analyzes indirect tax risk indicators using statistical, behavioral, and sector-based methods to identify both bespoke and systemic risks, as well as the populations potentially impacted. Assesses cross-border risk themes (e.g., treaty misuse, transfer-pricing mismatches, complex structures) and highlights potential exposure areas. Estimates potential revenue and taxpayer numbers at risk by theme and sector to support prioritization and targeted interventions.
Model Support & Analytics: Develops and tests risk-scoring rules, anomaly checks, and selection logic using returns, third-party, and customs datasets where available, escalating significant findings or proposed changes for review and approval. Assesses model effectiveness (e.g., conversion to action, sustain rate) and recommends threshold and feature adjustments for validation by senior staff. Builds and documents heuristics for high-risk behaviors (e.g., rapid refund cycling, chain breaks, unusual zero-rating patterns) under the guidance of the Indirect Taxpayer Compliance Risk Expert or Section Head.
Case Selection & Targeting: Prepares taxpayer target lists with risk narratives, indicative exposures, and recommended treatments (audit, verification, outreach). Coordinates with Indirect Tax Audit teams to align scope, and objectives for each case. Tracks treatment results and feeds improvements into selection logic and future campaigns.
Insights, Reporting & Recommendations: Produces periodic briefs and dashboards summarizing emerging risks, techniques used, expected fiscal impact, and affected taxpayer numbers. Recommends risk-mitigation measures (targeted controls, focused audits, process enhancements, legislative clarifications). Highlights sector patterns and recurring error themes to guide education and service messaging.
Data, Tools & Enablement: Supports IT and data teams to define datasets, quality checks, and analytics tooling that enable scalable risk detection. Documents data requirements, metadata, and governance for risk models; maintains versioning and audit trails. Contributes to user stories, testing, and rollout of analytics products for risk and audit users.
Collaboration & External Coordination: Works with Legal Affairs, Policy & Legislation, and Audit on technical positions and evidence sufficiency. Supports participation in information-exchange forums with GCC and international counterparts, as appropriate. Coordinates with competent authorities on cross-jurisdictional risk themes.
Preferred Qualifications & ExperiencePreferred qualifications
- Bachelor's degree in Accounting, Taxation, Economics, Statistics, Data Science, Finance, or related field.
- Professional certification in tax, audit, or analytics (e.g., CTA, ACCA, CPA, CIA, CFE, analytics credential) is an advantage.
Preferred experience
- 9+ years’ experience in taxpayer risk, indirect tax analytics, compliance risk management, or audit/investigations.
- Demonstrated experience building or operating risk-scoring rules and converting identified risks into successful treatments.
- Experience producing risk reports and dashboards with actionable recommendations.
Technical & Other Skills
- Proficiency in indirect tax concepts, compliance behaviors, and sector-based risk indicators.
- Strong analytical capability (statistical analysis, segmentation, outlier detection) and comfort with large datasets.
- Ability to translate findings into clear risk narratives, case recommendations, and concise reporting.
- Effective coordination with audit, IT/data, legal, and policy teams; organized, detail-oriented, and outcome-focused.
