Capital Planning & Portfolio Manager - FM

Required to join an international engineering consultancy in Qatar. The successful candidate will lead the development, prioritisation and governance of the Facilities Management Capital and REPEX plans, ensuring the investment portfolio is aligned with operational priorities and approved funding. The role will support portfolio and budget management for an investment programme valued at approximately QAR 1 billion.

• Lead the annual and multi-year Capital and REPEX planning cycles.
• Establish a clear portfolio framework for project evaluation, prioritisation, approval and monitoring.
• Coordinate with FM stakeholders to identify capital renewal, replacement and infrastructure investment requirements.
• Prepare and consolidate investment plans, business cases, budgets, forecasts and cash-flow requirements.
• Manage portfolio and budget performance for a programme valued at approximately QAR 1 billion, including expenditure, commitments, risks and forecast accuracy.
• Provide concise executive dashboards and reports covering delivery status, financial performance, risks and decisions
• Improve capital planning, portfolio reporting, forecasting and governance processes.

• Bachelor's degree in Engineering, Project Management, Finance, Business Administration
• Demonstrated experience in capital planning, REPEX planning, portfolio management, programme controls or investment planning within a large organisation.
• Proven experience managing significant capital budgets, forecasts, business cases and executive reporting.
• Experience in an asset-intensive environment such as aviation, facilities management, infrastructure, transport or utilities is preferred.
• Proficiency in Microsoft Excel and Power BI or equivalent reporting tools.
• Strong stakeholder management, written communication and executive presentation skills.
• Fluent in written and spoken English.
