Job Summary
The Manager, Health Programs is responsible for managing and overseeing the end-to-end delivery of health programs, including program design, resource coordination, performance monitoring and evaluation. The role ensures alignment with strategic priorities and regulatory requirements while tracking program effectiveness through defined indicators, driving continuous improvement, supporting knowledge transfer and enabling evidence-based decision-making.
Key Responsibilities- 1. Health Program Strategy & Development
Develop health program strategies in collaboration with the Director. Design and develop new health programs aligned with organizational strategy and policies. Conduct background research and stakeholder consultations. Define program objectives, metrics and implementation approaches. - 2. End-to-End Program Management
Plan, design, budget, execute and report on health programs. Manage day-to-day implementation and coordination. Monitor program progress, deliverables and outcomes. Review and analyze program data to evaluate effectiveness. - 3. Health Sector Partnerships & Stakeholder Engagement
Build and manage networks of national health organizations. Engage health-sector leaders to build support, capacity and collective action. Develop strong relationships with stakeholders, implementing organizations, government entities and private-sector partners. Collaborate with internal and external partners on events, meetings, activities and communications. - 4. Leadership & Engagement
Engage health-sector leaders in activities supporting program sustainability. Organize quarterly and annual Leadership Health Program meetings. Participate in organizational meetings to review progress, deliverables, knowledge and emerging trends. Support effective communication and stakeholder engagement. - 5. Budget & Resource Management
Develop and manage program budgets and forecasts. Coordinate resources required for successful program delivery. Ensure programs are delivered effectively within approved plans and budgets. - 6. Research & Innovation
Research emerging opportunities, trends and new ideas in the health sector. Identify latest analysis and potential solutions. Ensure proposed initiatives remain aligned with organizational policies and strategic plans. Conduct intensive research to support evidence-based program development. - 7. Monitoring, Evaluation & Performance
Establish and monitor program metrics and indicators. Track implementation through data analysis and regular reviews. Evaluate program effectiveness. Identify opportunities for continuous improvement. Provide reporting and management information to leadership. - 8. Risk & Compliance
Identify and analyze program risks. Recommend preventive and corrective measures. Ensure programs comply with relevant regulatory requirements. Monitor program governance and compliance. - 9. Training & Knowledge Transfer
Design and deliver education and training initiatives for health programs. Promote knowledge sharing among stakeholders and internal teams. Support evidence-based decision-making and organizational learning. - 10. Public Health Governance
Ensure effective Public Health governance meetings are conducted. Support the Public Health Implementation Group (PHIG) and Public Health Committee (PHC). Prepare required meeting materials and supporting documentation. - 11. Communications & Media
Oversee program-related media activities. Manage stakeholder communications. Support public health communications and related engagement activities.
Education Bachelor's degree in Healthcare Management or another health-related field – Essential Master's degree in a related field – Preferred. For PCC, a Master's degree or equivalent in Healthcare Administration, Quality, Public Health, Business or a related discipline is desirable. Certification Project Management certification or equivalent relevant years of experience. Experience Minimum 8–10 years' experience managing health-related portfolios/programs. Language Advanced Arabic and English language skills preferred.
