Position: Intelligent Systems and IT Operations Director

Job Purpose

To manage sector-specific software and Information Technology services and products within QPHI.

Key Result Areas

Develop and maintain efficient systems to support omics, imaging, and clinical data analysis.

Oversee secure data pipelines and archiving solutions aligned with QF and MOPH governance standards.

Ensure availability, scalability, and performance of high-performance computing (HPC), storage, and cloud/hybrid environments.

Ensure the provision of an information infrastructure to support the activities of QPHI.

Develop the AI and Cloud computing strategy for QPHI and provide scientific leadership in the area of AI in precision health.

Identify and evaluate external AI vendors, platforms, and partnerships suitable for QPHI’s needs.

Integrate external AI tools into QPHI’s research and clinical workflows while ensuring compatibility and compliance.

Enforce security and privacy controls when integrating external AI solutions with sensitive health and research data.

Work closely with the Qatari health system to provide integration between QPHI and health system data.

Build a quality-oriented software development process that meets the needs of data management and control of the health system, with key national and international programs.

Advocate and promote QPHI nationally and globally and in the international scientific computing community to build collaborations and establish QPHI’s reputation for excellence in all its activities.

Establish the strategic and technical goals, policies, and procedures, and direct the delivery of technology products & services for QPHI.

Coordinate with technology partners & in alignment with QF IT, prepare the annual budget for QPHI IT operations.

Manage the design, selection, procurement, implementation, and support of QPHI’s sector-specific software and hardware and other technology solutions to meet operational needs.

Develop and manage various platforms and systems including bioinformatics systems, Customer Service Platforms, Research access platforms, etc. compatible with and capable of linkage to other research and health informatics initiatives in Qatar.

Manage the development of information security and data quality assurance standards, including a monitoring and review process to ensure that systems are up to date and support upcoming technologies.

Build relationships with key stakeholders & technology partners related to QPHI’s IT services.

Manage data administration, include codification and semantic normalization of QPHI data.

Manage the day-to-day IT department operations, including administrative computing, networking, user services, telecommunications, IT support, and other IT functions.

Ensure that QPHI complies with all legal and other standards for information governance and security relating to sensitive personal and health-related information.

Other reasonable tasks as assigned by supervisor.

Minimum Knowledge, Skills & Experience

Master’s degree in Computer Science, Engineering, or a related field.

8-10 years of relevant full-time work experience managing IT operations, 5 of which at a supervisory level.

Experience in IT strategic planning and execution; experience with systems design and development from business requirements analysis through day-to-day management.

Outstanding knowledge of business theory & processes, management, budgeting, work management, and business office operations; thorough understanding of computer system features & integration capabilities.

Substantial exposure to data processing, hardware platforms, enterprise software applications, and outsourced systems, including HIS, LIMS (Health and Laboratory Information Management Systems) and PACS (Picture Archival and Communications Systems).

In-depth knowledge of applicable laws and regulations as they relate to IT; knowledge of information security standards, rules and regulations related to information security and data confidentiality (e.g., ISO 27001, FERPA, HIPAA, PCI DSS).

Outstanding analytical, planning, and time management skills.

Excellent writing skills with the ability to draft and edit a variety of written reports and communications and to articulate ideas clearly and concisely;
Arabic proficiency is an advantage.
