Oversee the full program lifecycle for large, multi-year IT development programs, including planning, design, procurement, and implementation. Provide executive-level leadership, decision-making guidance, and strategic direction to cross-functional technical teams.

- Establish program governance frameworks, reporting structures, KPIs, and performance metrics aligned with organizational and client objectives.
- Drive alignment between client goals, regulatory requirements, operational constraints, and project execution plans.
- Develop and maintain comprehensive program roadmaps, ensuring timely delivery of milestones and deliverables.
- Serve as the primary interface with authorities, senior leadership, regulatory agencies, and third‑party technology partners.
- Facilitate program workshops, steering committee meetings, progress reviews, executive presentations, and stakeholder coordination sessions.
- Build and maintain strong, trust‑based relationships with clients and key program participants across the Middle East region.
- Represent malomatia in industry forums, client engagements, and business development activities related to the aviation sector.
- Review program scopes, design deliverables, technical studies, solution architectures, and IT infrastructure packages.
- Provide directions on systems integration.
- Monitor adherence to industry IT standards, cybersecurity requirements, data privacy regulations, and industry best practices.
- Ensure seamless integration of IT solutions with operational environments.
- Manage program budgets, schedules, risk registers, change control processes, and cost forecasts.
- Oversee program reporting, dashboard development, and executive summaries for senior management and client stakeholders.
- Ensure prompt identification and resolution of issues affecting cost, schedule, quality, safety, and operational continuity.
- Implement and maintain quality assurance and quality control processes across all program work streams.
- Lead, mentor, and support multidisciplinary teams of project managers, IT engineers, solution architects, and controls specialists.
- Foster a culture of collaboration, accountability, innovation, and continuous improvement.
- Support staff development, recruitment, performance reviews, and succession planning within the program team.
- Coordinate with internal malomatia business units and external subcontractors to ensure resource availability and alignment.
- Bachelor's degree in computer science, Information Technology, Engineering, Business Administration, or a related discipline.
- 12+ years of progressive experience in program or project management for complex IT infrastructure and digital transformation projects.
- Proven, hands‑on experience managing IT projects within the airline and/or airport industry, including familiarity with IT systems and aviation operations.
- Minimum of 5 years of professional experience working in the Middle East, with a deep understanding of the regional business environment, regulatory landscape, and cultural nuances.
- Demonstrated ability to manage large, cross‑functional teams and maintain client relationships at the executive level.
- Strong communication, presentation, negotiation, and organizational skills.
- Ability to resolve complex design, integration, and coordination challenges in high‑pressure environments.
- Proficiency in program management tools and methodologies (e.g., MS Project, Primavera, Jira, or equivalent).
- Arabic language proficiency.
- Master's degree in information technology, Engineering, or Business Administration (MBA).
- PMP, PMP, PRINCE2, or equivalent project/program management certification.
- ITIL certification or demonstrated experience with IT Service Management frameworks.
- Strong understanding of aviation regulatory standards (ICAO, IATA), airport planning principles, and IT security compliance.
- Experience with major hub and multi-million‑dollar capital IT programs in the GCC region.
- Familiarity with systems integration, cloud services, cybersecurity, and AI/data analytics within the aviation sector.
- Arabic language proficiency is a plus.
