Responsibilities
  • Develop and Implement Digital Government Strategies:
    Work with central and local government entities to develop tailored digital transformation strategies, focusing on improving service delivery, operational efficiency, and citizen engagement.
  • Leverage Global Indices:
    Utilize a deep understanding of global digital government indices (e.g., UN EGDI) to help governments enhance their rankings and achieve global leadership in digital governance.
  • Strategic Goal Setting:
    Define and implement strategic goals for digital transformation, ensuring clear alignment with government objectives and international standards.
  • Assess and Design Digital Government Services, Architecture, and Platforms:
    Lead the assessment and design of comprehensive digital architectures across all layers, including digital government services, customer journeys and experiences, digital platforms, systems integrations, data management, and infrastructure. Ensure that the architecture is scalable, secure, and aligned with strategic goals.
  • Digital Platform Innovation:
    Design and recommend digital platforms that support government objectives, ensuring interoperability, scalability, and alignment with best practices in digital service delivery.
  • Technology Trends and Innovation:
    Stay abreast of the latest digital technologies including AI, IoT, Mixed Reality, Cloud Computing, and others. Use this knowledge to identify innovative use cases and solutions that enhance government service delivery and operations. Provide guidance on how these technologies can be feasibly integrated within the government context.
Educational Qualifications & Certifications
  • Educational Background: A degree in a relevant field such as Computer Science, Information Technology, Engineering, or related disciplines. Graduates in other fields can apply, provided that they have a proven experience in IT / Digital Consulting practice with relevant certifications.
  • A postgraduate degree such as an MBA or a Master s in Public Policy or Digital Transformation is desirable.
  • Certifications (Optional but Highly Preferred):
    Certifications in PMP, TOGAF, Innovation and Emerging Technologies, Digital Transformation are an advantage.
  • Bilingual Communication:
    Use fluency in spoken and written English and Arabic to effectively communicate complex ideas and solutions to diverse stakeholders across the Middle East region.
Work Experience
  • The candidate should possess post-qualification relevant work experience of at least 7 years of working in a Consulting firm.
  • Digital Government Expertise:
    Experience in digital government transformation, working directly with government entities on strategy formulation, program implementation, and policy development, with a particular focus on digital architectures and platforms.
  • Architecture and Platform Design:
    Proven experience in assessing and designing digital government architectures and platforms that support strategic goals, improve service delivery, and ensure seamless systems integrations.
  • Emerging Technology Trends Expertise:
    In-depth knowledge of AI, IoT, Mixed Reality, Cloud Computing, and other emerging technologies. Ability to translate these technologies into innovative yet practical use cases for government transformation.
