Sourcing & Contracts Analyst - IT

To support the IT Department in managing sourcing, tendering, and contract administration activities for technology systems, software, and digital services in alignment with Qatar Government procurement laws and the Authority’s internal policies.

KEY RESPONSIBILITIES:

• Execute end-to-end IT procurement processes (RFP/RFQscoping, preparation, evaluation, and award) in compliance with Stateprocurement procedures.
• Conduct market analysis and cost benchmarking to supportcompetitive sourcing and vendor selection.
• Prepare, review, and administer IT-related contracts including software licensing, cloud services, and implementation agreements.
• Ensure compliance with audit, governance, and documentation standards as per Qatar Government requirements.
• Monitor vendor performance, contract renewals, and SLAadherence; maintain contract registers and progress dashboards.
• Support digitalization of procurement workflows anddata-driven reporting.

MINIMUMSKILLS &

COMPETENCIES:

• Strong understanding of Qatar Government tendering and procurement regulations.
• Knowledge of IT sourcing categories (software, cloud,infrastructure, cybersecurity).
• Proficiency in ERP/e-Procurement systems (e.g., SAP,Oracle or equivalent).
• Analytical, commercial, and stakeholder management skills.
• Excellent documentation and communication capability.

EXPERIENCE&

QUALIFICATIONS:

• Miniumn 12 Years of Experience with relevance inIT Procurement or Contract management within utilities, energy, or government sectors in Qatar.
• Bachelor’s Degree in IT, Business Administration, or Supply Chain Management (Master’s preferred).
• Familiarity with MOF/State Audit Bureau procedures and government tender committee practices.
• Certifications such as CIPS, PMP, or ITIL preferred.
