Senior IT Project Manager

Vista Consultancy Services VCS Private Limited – Full‑time, located in Qatar.

We are seeking an experienced Senior Project Manager to lead and deliver complex projects across business, technical, procurement, and finance teams. This role requires strong knowledge of Qatar's procurement laws and government processes, proven leadership skills, and the ability to manage projects end‑to‑end—from planning and procurement through delivery and closure. Bilingual proficiency in Arabic and English is required.

• Gathering and documenting detailed business and technical requirements; preparing core project documentation such as business cases, scopes, schedules, and timelines, and managing project plans and resources throughout the project lifecycle.
• Developing Requests for Proposal (RFPs) with clear specifications and evaluation criteria, ensuring all procurement activities comply with Qatar's procurement regulations and practices.
• Working closely with finance teams to define budgets, monitor spending, and ensure financial controls are maintained.
• Supporting technical teams during design, development, testing, and implementation phases.
• Proactively identifying risks, issues, and dependencies, implementing mitigation strategies, and tracking changes and decisions throughout the project lifecycle.
• Conducting regular stakeholder meetings, providing clear communication, accurate status reporting, and final project summaries and closure documentation, including lessons learned.
• Monitoring vendor performance to ensure contractual compliance and timely delivery, verifying that project outcomes meet business and quality standards, and ensuring adherence to all applicable local regulations and policies.

• A Bachelor's degree in Project Management, Business, IT, or a related field (a Master's degree is a plus).
• Minimum 7 years of relevant project management experience and an active PMP certification.
• Strong knowledge of Qatar's procurement laws, government procedures, and regulatory environment.
• Excellent leadership, coordination, and communication skills, with a proven ability to manage complex projects under pressure and handle multiple priorities effectively.

Bilingual proficiency in Arabic and English (reading and writing) is required.
