We are looking for an experienced Operations Manager to lead workforce operations and service delivery across client sites in Qatar. You will own the operations function, ensuring workforce deployment is timely, compliant, and cost-efficient, and client service standards stay consistently high. This is a senior leadership role reporting directly to the Director.
Key Responsibilities- Lead, mentor, and evaluate the operations team, setting clear targets and driving performance.
- Oversee end-to-end workforce mobilisation, including documentation, accommodation, transport, and site readiness.
- Ensure uninterrupted manpower coverage by managing vacancies, absences, and daily attendance.
- Supervise site operations and workforce performance, resolving issues quickly.
- Keep employee documents, licences, permits, and insurance valid and audit-ready.
- Manage manpower suppliers, monitoring performance, SLAs, and commercial terms.
- Ensure full compliance with Qatar Labour Law, WPS, and all regulatory requirements, while maintaining accurate workforce data across HR and workforce management systems.
- Control accommodation, transport, and meal costs, and deliver operational updates and monthly client reports with clear KPIs.
- Bachelor's degree in Business Administration, Operations Management, HR, or a related field. A Master's degree or professional certification (e.g., MBA, PMP, CIPD) is preferred.
- Minimum 7 years of experience in workforce management, manpower services, or facility management, with at least 4 years in Qatar and 3 years in a senior role leading teams.
- Strong working knowledge of Qatar Labour Law, WPS, work permits, QID, health insurance, and accommodation standards.
- Proven experience in large-scale workforce mobilisation, multi-site operations, and managing manpower suppliers and contracted workforce.
- Strong leadership, negotiation, and stakeholder management skills.
- Proficiency in Arabic and English.
- Based in Qatar with a transferable QID and a valid Qatar driving licence.
- Preferred:
Experience with HRMS, ATS, or attendance management systems.
