Operations Executive

To oversee the hard and soft services within the community, including cleaning, maintenance, landscaping, facility management, valet and car wash services. The role will also be responsible for on-site coordination with relevant authorities and third-party service providers, while supporting the line manager in operational activities. The position will monitor and control expenditures related to daily operational activities, ensuring efficient use of resources and adherence to approved budgets.

• Support the Operations Manager in managing day-to-day operations and maintenance activities within the mixed-use community, covering hard and soft services, security, concessions, and other operational requirements.
• Supervise and monitor on-site activities and site technicians/workers to ensure work is completed safely, efficiently, and in accordance with required quality standards, operational guidelines, and applicable SLA/KPI requirements.
• Monitor and coordinate FM contractors and service providers, including reviewing their performance, verifying completed works against agreed service levels, identifying opportunities to improve efficiency and productivity, and serving as the main on-site focal point between contractors and internal departments.
• Conduct regular inspections of community premises and report deficiencies, operational issues, and HSE-related concerns to the Operations Manager and relevant parties, ensuring appropriate corrective actions are followed through.
• Oversee preventive and corrective maintenance activities, including monitoring the implementation of PPM schedules, maintaining updated records, and coordinating tenant, resident, and service provider requests relating to maintenance, material deliveries, and site access.
• Assist the Operations Manager and relevant internal teams with operational inspections, shop/kiosk lease renewal and termination verifications, reports, storage and material/stock management, and other operational requirements.
• Support the effective control of daily operational activities and related expenditure, making decisions within the assigned on-site authority and referring financial, commercial, and work approval matters to the Operations Manager as required.

• Bachelor's degree or Diploma in Engineering (Civil, MEP, Facilities Management) or an equivalent qualification.
• Minimum 10 years of relevant experience, including at least 5 years in Facilities Management and/or Operations within Qatar or the GCC.
• Strong knowledge of retail and mixed-use community operations, facilities management, hard and soft services, maintenance practices, and contractor management.
• Working knowledge of CMMS, PPM systems, construction methods, and maintenance requirements for retail and residential properties, with the ability to monitor service quality against agreed KPIs and SLAs.
• Strong problem-solving, coordination, communication, and on-site management skills, with the ability to respond effectively to operational issues, tenant/resident requirements, emergencies, and service provider matters.
