About the role

To facilitate the development of an annual ramp inspection programme.
To ensure that the annual ramp inspection programme leaves appropriate time and resources to enable the inspections of aircraft operated by operators suspected of non‑compliance with the applicable requirements.
To supervise ramp inspectors and plan the inspection process.
To monitor the implementation of the annual ramp inspection programme.
To plan prioritised ramp inspections.
To ensure that all staff involved in ramp inspections are competent, remain current and are trained in accordance with individual needs.
To schedule recurrent trainings in a timely manner.
To make use of the workflow function available in the ramp inspection tool as far as practicable.
To implement a national ramp inspection quality control system.
To ensure ramp inspection reports are entered into the ramp inspection tool as soon as possible after the inspection and in accordance with ARO RAMP 145.
To collect and analyse all traffic data for Qatar.
To support the QCAA by participating in working groups where possible.
To represent the State of Qatar at RICS meetings and, when necessary, at other ramp inspection related meetings.
To promote and implement an inspectors exchange programme between competent authorities from participating states.
To provide support in handling requests for disclosure of data related to information recorded and reported in accordance with ARO RAMP 145.
To organise regular meetings with all ramp inspection staff to maintain a high‑quality standard regarding any changes, updates to requirements relating to ramp inspections of aircraft of operators under the regulatory oversight of another state and to obtain feedback on quality issues regarding reports (e.g., incorrect entries, mistakes, omissions).
To ensure the quality of data and reports uploaded into the ramp inspection tool, including reports uploaded by other officials performing alcohol tests.
To manage the access of national operators and QCAA staff and other national officials to the ramp inspection tool.
To propose appropriate team members for ramp inspection standardisation visits.
To manage inspectors’ qualification and records to keep control of staff qualifications.
To allocate adequate time, resources and budget to participate in various QCAA mandatory and/or voluntary meetings.
To monitor the various available information systems relating to prioritised or potentially new operators, as applicable.
To manage the finding follow‑up information received through the ramp inspection tool or by other means if operators have no connection to the tool.
To facilitate and promote quality principles within the team’s inputs and outputs with regards to the ramp inspection tool.

Experience

Professional higher education or equivalent experience.
English level C1: effective operational proficiency or advanced.
First‑level university degree in aviation or in a related field is an advantage.
Must be familiar with EASA and ICAO rule making procedures.
Must have excellent working knowledge of ICAO Annexes, EASA IR & QCAR related to the specialization domain SAFA.
Experience as a SAFA Coordinator or SAFA Senior Inspector is required.
At least 5 years of experience in preparing or implementing annual ramp inspection programmes, regulations and operating manuals deemed necessary for SAFA operations.
Extensive experience as a government SAFA inspector is an advantage.
