Position: 14953 - Senior Administration Officer (Integrated Offender Management), Yorkshire and the Humber

Job Overview

This is a permanent post but the funding is only agreed until March 2029; after that, you may be redeployed to another SAO role.

Key Responsibilities
  • Provide direction to Partner Agencies, deliver daily management information and monthly performance reporting to enable effective management and development of the IOM cohort.
  • Establish good working relationships and effective communication links between statutory and non‑statutory Partner Agencies, building confidence and trust.
  • Develop new links to Third Sector/Voluntary Agencies to expand and diversify interventions for people on the Scheme in line with the national IOM strategy.
  • Negotiate and influence partners to deliver agreed service levels through coordinated working, ensuring proper case management and genuine results.
  • Maintain knowledge of people on the Scheme, their offending behaviour, needs, motivation to change and engagement with services.
  • Facilitate IOM Case Review Meetings, circulate information beforehand, take notes, and communicate decisions to all relevant partners and stakeholders.
  • Liaise with partners to ensure multi‑agency and risk assessments are carried out, sometimes negotiating assessment of re‑offending risk.
  • Have extensive knowledge of interventions available through police, probation, housing, voluntary sector and others.
  • Share information appropriately with Partners and in a timely manner using agreed protocols and in compliance with data protection.
  • Support Probation IOM SPO and Police Tactical Leads by adopting a problem‑solving approach to negotiate and agree interventions, balancing enforcement with support, counselling and rehabilitation.
  • Develop relationships between Partners to focus on the specific needs of each case and the overall intentions of the IOM National Strategy.
  • Use information to make critical decisions and act as point of contact for referrals to the scheme.
  • Provide guidance to practitioners and stakeholders around referrals and share national IOM strategies and best practice with the wider partnership.
  • Scope and identify persons who may be suitable for adoption onto the scheme in line with current criteria, research and process referral applications.
  • Maintain records, share information, and update police and probation systems, including Delius, IDIOM and other relevant systems.
  • Support collection and presentation of performance‑management data to ascertain that local IOM practices meet the needs of service users and stakeholders and improve quality and availability.
  • Be fully cognisant of relevant Partnership action plans.
  • Manage and maintain computer systems in accordance with Data Protection Legislation.
  • Maintain Information Sharing Agreements to ensure they are fit for purpose for IOM.
  • Work with Youth Offending to best manage the Young Persons IOM Scheme and assist in a smooth transition from YOS to Probation where applicable.
  • Use problem‑solving to support multi‑agency responses to community safety issues, focusing on offending and reducing re‑offending.
  • Undertake activities associated with the oversight and administrative management of Electronic Monitoring – Acquisitive Crime (EM‑AC).
  • Use Management Reports and other sources of information to check compliance with National IOM and EM‑AC requirements.
  • Liaise with prisons to facilitate work of IOM/EM‑AC, ensuring licence conditions, dates and relevant activities are recorded on systems.
Senior Administrative Officer Responsibilities

Senior Administrative Officers act as an interface between Business Managers, colleagues, and other partners on a wide range of issues. They have line‑management responsibilities for Receptionist, Case Administrators, and other administrative staff. The role is challenging and rewarding, with great training, support, and opportunities to progress.

Compensation

Starting salary: £26,475. The Probation Service offers the opportunity for annual pay progression.
