The EPRR Officer (ORBIT Project Officer) supports business continuity and disaster recovery for the ORBIT Electronic Patient Record implementation programme. They work across programme management, Digital/IT Operations, and clinical services to test and ensure resilient digital service arrangements before launch. Key duties include coordinating cutover activities, providing early support during disruptions, and applying compliance standards such as the Civil Contingencies Act 2004 and NHS England EPRR Framework to digital workflows.

Reporting to the Emergency Planning Officer, the postholder advises on digital resilience, leads BC/DR tests with IT and suppliers, manages EPRR plans and evidence, coordinates training and exercises, and supports incident response. Strong organisation, communication, stakeholder engagement, and independent coordination are critical for this position.

Main duties of the job
  • Lead the EPRR business continuity and disaster recovery (BC/DR) workstream for the ORBIT Electronic Patient Record programme, embedding deliverables into project plans and Trust processes.
  • Coordinate programme governance, providing assurance reporting and updates to senior management and stakeholders.
  • Maintain and update a comprehensive evidence pack, including policies, plans, exercises, audits, debriefs, action logs, dashboards, risk registers, and correspondence, ensuring records are accessible and auditable.
  • Develop, review and maintain service‑level business continuity plans for all ORBIT‑related workflows.
  • Validate business impact assessments (BIAs) and map system dependencies, ensuring robust fallback arrangements and operational resilience.
  • Define and document fallback workflows, escalation routes and critical contacts, supporting operational teams with practical guidance.
Qualifications & Training
  • Degree or equivalent experience relevant to EPRR/BCM/health services/project management.
  • Continuing professional development in EPRR/BCM/incident management (e.g., NHSE EPRR modules, loggist/incident documentation awareness, business continuity awareness).
  • Digital skills:
    Proficient in Microsoft 365 (Word, Excel, PowerPoint, Outlook, Teams, SharePoint); able to manage controlled documents, trackers and basic data analysis/visuals for reports.
  • Information governance & data protection training appropriate to role;
    Safeguarding (as per Trust requirements);
    Infection prevention and control compliance.
  • Emergency Planning College (EPC) short courses or BCI/ISO
    22301 awareness (foundation‑level).
  • PRINCE2 Foundation or Agile Foundation (project/programme basics for planning and tracking).
  • SharePoint/M365 power‑user training (document control and dashboards).
  • Train‑the‑Trainer or facilitation skills (exercise delivery, briefing sessions).
  • Risk management awareness training (risk registers, mitigations, action tracking).
Personal Attributes & Skills
  • Planning and organisation:
    Able to build and maintain multi‑site schedules (training, exercises, fit‑testing), manage competing priorities, and meet deadlines without compromising safety or assurance quality. Keeps clear forward plans, trackers and action logs up to date.
  • Stakeholder engagement:
    Builds cooperative relationships across services (Education/ESR, IPC, Estates, Procurement, HR) and with system partners (ICB/NHSE, LRF sub‑groups). Secures agreement and cooperation to deliver plans, training and assurance returns.
  • Risk awareness:
    Familiar with risk registers and basic mitigation/action tracking at service level.
Knowledge & Experience
  • EPRR/Business Continuity Management:
    Experienced in supporting emergency planning and business continuity in NHS/public sector settings, including knowledge of Civil Contingencies Act 2004 Category 1 duties and NHSE EPRR standards.
  • Project Management experience working autonomously in a project support capacity.
  • Knowledge of the change management process including end‑to‑end project lifecycle.
  • Experienced in running workshops/delivering presentations.
  • Experience in handling confidential information.
  • Experience of working in a busy environment under time pressure.
