SALARY: $ ($59.21/hourly)

SUMMARY:

This position performs oversight activities of the Department’sTransit Services Division, which offers transportation services to area citizens and commuters.

These services include the Connect Douglas fixed route bus service, paratransit services, an extensive, coordination and local support for express bus service operated bythe Georgia Regional Transportation Authority (GRTA). This position is also responsible for management of the Douglas County Multi-modal Transportation Center, and all associated facilities throughout Douglas County.

This position also supports and participates in transit planning and transportation demand management programs at the local,regional, state, and federal levels as required.

This position is responsible for integrating and marketing all of the above-mentioned services into a successful, safe,efficient multi-modal Connect Douglas program operation that meets all local,regional, state, and federal requirements.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Manageall business and operational aspects of the Transit Department, including personnel oversight, financial administration, service operations, and grant development to ensure efficient, cost--effective, and performance--driven transit service delivery.
  • Oversee staffing, scheduling, and supervision for all Transit Services operations,including recruitment, hiring, onboarding, training, and performance management.
  • Direct development of the annual budget and maintain strong financial control of expenditures, revenues, and grants, ensuring alignment with Board of Commissioners’ policies and priorities.
  • Overseethe maintenance, utilization, and stewardship of transit facilities, vehicles,assets, and equipment.
  • Ensure compliance with all federal, state, and regional transit requirements,including NTD reporting, DBE documentation, Certifications and Assurances, and administration of the mandated Drug and Alcohol Program.
  • Lead preparation for federal oversight reviews such as the FTA Triennial Review andensure timely completion of any required corrective actions.
  • Pursueand manage grants and funding opportunities with FTA, GDOT, and other agencies,and ensure proper administration of awarded funds.
  • Prepare and deliver required reports, presentations, and data submissions for county,regional, and state stakeholders.
  • Represent Douglas County in coordination with MARTA, ARC, GDOT, SRTA/The ATL, GRTA, and neighboring counties to align transit planning, funding strategies, and regional mobility initiatives.
  • Direct development and implementation of the Public Transportation Agency Safety Plan(PTASP) and ensure coordinated emergency preparedness with county and regional partners.
  • Lead deployment and integration of transit technologies, relating to operations, real-time passenger information, mobile fa repayment systems, and other intelligent transportation systems.
  • Manage long‑term fleetplanning, including supporting infrastructure development in coordination with appropriate agencies.
  • Oversee customer engagement and community outreach programs to improve service quality,accessibility, and public awareness.
  • Direct service planning and evaluation using ridership data, performance dashboards,and operational metrics to optimize routes, scheduling, and system efficiency.
  • Manage procurement processes and contractor performance in accordance with FTAprocurement requirements.
  • Monitor federal, state, and regional policy changes and advise county leadership ontheir operational and financial impacts.
  • Ensure compliance with ADA, Title VI, LEP, and equity policies, including performing required service equity analyses.
  • Maintain strong working relationships with regional Transportation Management Associations and professional organizations.
  • Perform other duties as assigned.
