The primary function of this position is to assist in developing plans for the implementation of new plant design, engineering, and construction of a FTTP network. The role is responsible for managing the construction and maintenance of the fiber infrastructure, building relationships with local municipalities, and overseeing the quality of work delivered by IQ Fiber contract partners. The manager will help maximize ROI, meet customer expectations, and control expenses.

A strong understanding of network engineering, fiber optic design, permitting, construction, testing, and splicing is required.

• Manage field survey of existing or proposed outside plant construction and installations, including aerial and underground network facilities and associated infrastructure.
• Assign and manage FTTP (Fiber to the Premise) construction projects.
• Cost fiber for new MDU, commercial, and ROE properties.
• Manage and coordinate outside plant construction using in‑house and contract resources.
• Install fiber architecture in multi‑tenant buildings.
• Lead an OSP team of supervisors, fiber technicians, engineers, locators, and construction technicians.
• Handle personnel administration, development, hiring, mentoring, evaluation, and disciplinary action.
• Provide training and develop competency in splicing, troubleshooting, network architecture, and documentation.
• Support systems troubleshooting and lead restoration of plant repairs.
• Maintain system performance and respond to customer inquiries.
• Enforce company policies related to outside plant splicing, construction, and fiber optic documentation.
• Respond to a 24/7/365 operation, working after hours and weekends as needed.
• Ensure compliance with NCTA, FCC regulations, IQ Fiber’s minimum operating specifications, and OSHA safety standards.
• Other duties as assigned, including non‑technical and administrative/project management tasks.

• Bachelor’s or associate degree in engineering or a related technical field, preferred.
• Minimum 10 years’ experience in a fiber construction environment.
• Strong organizational and project management skills.
• Advanced knowledge in network engineering and underground/aerial construction techniques.
• Proficient knowledge of optical networks.
• Must be able to work after hours, weekends, and on emergency schedules during natural disasters and network outages.
• Must pass a standard background check and consumer report.
• Must have a valid driver’s license with a clean driving record.
• Must pass pre‑employment and compulsory drug screening.
• Must have close vision, color vision, depth perception, and good hand‑eye coordination.
• Computer skills sufficient to process trouble tickets.
• Experience using Microsoft Excel and Word.
