Overview

The DNREC Environmental Finance Office administers the Delaware Water Pollution Control Revolving Fund (also known as the Clean Water State Revolving Fund), providing financial funding available to municipalities, private organizations, nonprofit organizations and private individuals.

Summary Statement

This position will provide support to the Environmental Finance section of DNREC by performing the required accounting of all transactions for the Clean Water State Revolving Fund (CWSRF) and the Drinking Water State Revolving Fund (DWSRF) through Quick Books, the State Accounting System, and reconciling the loan servicing software. Additionally this position is responsible for the Federal Capitalization Grant cash draws, in accordance with the EPA terms and conditions for all CWSRF and DWSRF grants.

Further, this position is also responsible for preparing annual GAAP reports for the CWSRF and DWSRF programs, and provides support to all other financial activities within Environmental Finance.

Responsibilities
  • Plan, develop, and conduct diverse fiscal studies including analyzing and compiling financial data, information, and applicable business, financial, and/or regulatory plans. Ensure completeness and accuracy of data and adequate documentation.
  • Identify errors, issues, patterns or trends, and opportunities for improvement/cost savings.
  • Prepare and produce regular budgetary reports, financial forecasts, and projections based on analyses, which may include estimating revenue, expenditures, or reimbursements.
  • Monitor and analyze program expenditures for compliance with budgets, applicable agreements, grants, or contracts, as well as state or federal laws, rules, and regulations.
  • Work with division and fiscal staff to review, develop, and maintain budgets.
  • Research technical questions regarding financial and regulatory compliance with applicable state and federal laws, rules, and regulations.
  • Analyze payroll, resources, and other information to assist in the development of staffing plans.
  • Analyze legislative projects to support development of the capital improvement budget or other initiatives and may evaluate and monitor assets and liabilities.
  • Monitor and analyze state and federal legislation to determine possible impact on the agency's overall financial position.
  • Use computer software including financial modeling software to perform analysis scenarios, and automated information systems to research, review, analyze, document, and report on financial information.
  • Conduct other special reviews, studies and/or projects relevant to the assigned agency’s operations and presents findings.
  • May supervise two or more merit full time positions, including planning, assigning, reviewing, evaluating, coaching, training, disciplining, and recommending hire, termination, and promotion.
  • Performs other related duties as required.
Job Requirements

JOB REQUIREMENTS for Fiscal Analyst II

  • Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  • One of the following:
    Four years’ experience in compiling, analyzing, and reporting on financial data to ensure effective and efficient accounting of funds or to make projections for financial planning; OR possession of a Bachelor's degree or higher in Accounting, Business Administration, Economics, Finance, Business Management, Computer Information Systems or a related field.
  • Six months’ experience in financial administration such as comprehensive analysis of programs, budgets, projects, services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control.
  • Two years’ experience in planning, designing, and conducting fiscal management studies.
  • Two years’ experience in analyzing financial problems, developing alternatives, recommending and advising management on solutions.
