Position: HUMAN RESOURCES SPECIALIST (EMPLOYEE RELATIONS/PLACEMENT) with Security Clearance
Duties
* Provides Employee Reactions assistance to managers for assigned organizations characterized by a wide range of occupations where work processes are mental, judgmental, involve public contact, or are coordinative in nature under the direction of a senior specialist
* Under the guidance of a senior specialist, the incumbent serves as the primary point of contact for a range of staffing, placement, and position management responsibilities
* Under the guidance of a senior specialist, the incumbent provides consultation and assistance on conduct-related issues
* Under the guidance of a senior specialist, the incumbent serves as the HR focal point for one or more employee relations programs
* Under the guidance of a senior specialist, the incumbent prepares written correspondence and other documentation Requirements Conditions of employment

* Work may occasionally require travel away from the normal duty station
* The employee may be required to travel on commercial or military aircraft
* The employee may be required to work other than normal duty hours
* This position has been designated as Mission Essential. IAW DoDI 3020-42 this position has been locally or command designated as Mission Essential; needed to ensure the continued operation of the mission essential functions of the activity
* Mission Essential personnel may be required to report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release
* The bargaining unit status for this position is 8888 on the basis of the following exclusion under 5 U.S.C. 71:
An employee engaged in personnel work in other than a purely clerical capacity
* The employee is required to obtain and maintain a Secret Security clearance Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management, Series 0201. SPECIALIZED EXPERIENCE AS A GS-07:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience include:
Knowledge of the limited range of HR concepts, fundamental principles, practices, and techniques of employee relations; staffing; standardized research techniques; and analytical and problem-solving methods required to advise on and resolve moderately complex, non-controversial, well-precedented factual, procedural, and/or recurring issues; make informed judgments on problems and issues; and perform advisory services for problems of limited scope. OR

EDUCATION:

Successful completion of one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Human Resources; or I have a bachelor's degree in a subject area related to the position and am claiming Superior Academic Achievement.

Merit promotion applicants must meet applicable time-in
-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE:

Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. SPECIALIZED EXPERIENCE AS A GS-09:
