Position: Vocational Rehabilitation Counselor I, II, Sr.

Summary Statement

The Pre-Employment Transition Services Career Counselor will facilitate the transition of students with disabilities aged 14-22 from school to community. The incumbent will coordinate transition and Pre-ETS activities with the student, parent/guardian, educators, and service providers to ensure service delivery. The incumbent will coordinate early disability-employment interventions designed to help transition-age youth with disabilities develop skills and habits for adult life to increase their chance of future employment and accessing post-secondary education.

  • Obtain, review and analyze relevant medical, psychological, psychiatric, social, educational and vocational data to determine eligibility for vocational rehabilitation services.
  • Provide specialized counseling to clients and family members to aid in achieving satisfactory vocational adjustment.
  • Formulate individualized written rehabilitation plan to meet clients' needs.
  • Coordinate service with other agencies, hospitals, clinics, schools and other community resources to meet the needs of the client and monitor client's progress.
  • Provide job development and placement services to include follow-up to ensure satisfactory adjustment to the job.
  • Prepare case documentation and reports to justify expenditures and monitor client progress and outcome.
  • Locate, develop and maintain referral sources of disabled persons.
Job Requirement Series Vocational Rehabilitation Counselor I
  • Possession of a Bachelors degree or higher in Rehabilitation Counseling, Social or Behavioral Science or related field.
  • Knowledge of case management which includes assessing, planning, developing, implementing, monitoring, and evaluating options and services to meet an individual’s human service needs using effective counseling or interviewing techniques as well as other available resources such as service plans or case management systems.
  • Knowledge of vocational rehabilitation.
  • Knowledge of interpreting vocational rehabilitation laws, rules, regulations, standards, policies and procedures.
  • Knowledge of making recommendations as part of a client’s service plan such as clinical treatment, counseling, or determining eligibility for health or human services/benefits.
  • Knowledge of narrative report writing.
Vocational Rehabilitation Counselor II
  • Possession of a Masters degree or higher in Rehabilitation Counseling, Social or Behavioral Science or related field or Certified Rehabilitation Counselor (CRC) designation.
  • At least one year experience in vocational rehabilitation.
  • Six months experience in analyzing and interpreting medical, psychiatric, psychological, psycho-social, educational and vocational reports from medical, psychological, and other experts to determine eligibility or an individual’s vocational rehabilitation needs.
  • Six months experience in case management which includes assessing, planning, developing, implementing, monitoring, and evaluating options and services to meet an individual’s human service needs.
  • Six months experience in health or human services work which includes applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, physical/mental health treatment and prevention or rehabilitation.
  • Six months experience in interpreting vocational rehabilitation laws, rules, regulations, standards, policies and procedures.
Vocational Rehabilitation Senior Counselor
  • Possession of a Masters degree or higher in Rehabilitation Counseling, Social or Behavioral Science or related field or Certified Rehabilitation Counselor (CRC) designation.
