Delaware Department of Natural Resources and Environmental Control seeks an experienced Environmental Scientist III to focus on shellfish industry compliance. The position falls under the Watershed Assessment and Management Section, which oversees the health of the state’s surface water resources and works to protect and improve water quality for aquatic life and human use.

Summary StatementThe primary responsibility of this position will be to inspect certified shellfish dealers and other shellfish industry members for compliance with National Shellfish Sanitation Program requirements and 7402 State Shellfish Sanitation Regulations. This position will serve as an expert on the topic of sanitary handling of bivalve shellfish, evaluating industry compliance with regulations, assisting industry in complying with regulations and best practices, developing educational outreach materials, and representing the Program at industry and public events.
The position will also assist in conducting water quality sampling and sanitary surveys, including sampling of beaches and assessment of properties for pollution sources.
- Conduct field studies or inspections and evaluations for compliance with permit and regulatory requirements; observe, collect, analyze, review, and interpret data from standard field studies, compliance inspections, various regulatory submissions or literature, and make recommendations.
- Perform statistical analysis of data.
- Conduct technical reviews and make recommendations on permit applications or other regulatory submissions to ensure compliance with regulations.
- Prepare permits, technical reports, and/or enforcement case documents.
- Respond to technical/regulatory inquiries from state, local, and federal agencies as well as public and private organizations or individuals.
- Possession of a Bachelors degree or higher in Life, Physical, or Applied Science or related field.
- Six months experience in environmental or natural resources project management, including planning, developing, implementing, managing, and evaluating environmental or natural resources projects.
- Two years’ experience in analyzing and evaluating scientific data.
- Two years’ experience in interpreting environmental laws, rules, regulations, standards, policies, and procedures.
- Six months experience in using an automated information system to enter, update, modify, delete, retrieve, and report on data.
- Six months experience in technical report writing.
