Position Overview

This is a mid-level management position. As a Project Manager II, you will oversee large heavy civil construction projects in the $50M to $300M range, involving new, reconstructed and widened facilities from start to finish. You will lead the project team through initial planning, budgeting, and scheduling and overall project startup procedures, then drive execution and successful completion of projects. These projects will include highways, interstate roadways, rail transit and other large transportation or civil development work sites.

In this role, you are accountable for ensuring each project is delivered safely on schedule, within budget, and to the highest quality standards. You’ll coordinate closely with construction managers, project engineers, subcontractors, material suppliers, joint venture partners and owner representatives, while maintaining strict compliance with safety regulations, environmental standards, and contract requirements. This position is both strategic and hands on, perfect for a leader who can manage the big picture while attending to critical details that keep complex projects on track.

Key Responsibilities
  • Project Planning & Scheduling:
    Develop comprehensive project plans and construction schedules to meet contract milestones and client expectations.
  • Financial Management:
    Manage project budgets, forecast costs, control expenditures, track financial performance and approve invoices and change orders, taking corrective action to ensure profitability.
  • Team Leadership:
    Lead, mentor, and motivate the project team, fostering a culture of safety, accountability, and collaboration, and ensuring growth opportunities and retention.
  • Subcontractor & Vendor Coordination:
    Select and oversee subcontractors and suppliers, negotiate contracts, manage performance, and ensure all work aligns with project specifications, quality standards, and schedules.
  • Contract & Project Administration:
    Administer all contract aspects, prepare and track RFIs, submittals, change orders, progress payments and maintain thorough project records and compliance.
  • Safety & Environmental Compliance:
    Enforce Staker Parson’s safety program, champion a safety-first mentality, ensure regulatory compliance and conduct regular safety meetings and inspections.
  • Quality Control:
    Implement and oversee quality assurance plans for concrete work and other components, ensuring compliance with design specifications and DOT requirements.
  • Client & Stakeholder Relations:
    Serve as primary contact for project owners, DOT officials, engineers, and stakeholders, providing regular status updates and maintaining professional communication.
  • Problem Solving &

    Risk Management:

    Identify potential risks, develop mitigation strategies, and solve problems efficiently to prevent delays or cost overruns.
  • Project Closeout:
    Oversee project closeout and turnover, manage final inspections, punch lists, as-built documentation, and capture lessons learned.
  • Project Procurement:
    Assist in capturing large projects and alternative delivery projects such as Design Build, Progressive Design Build, CMGC & CMAR, providing estimating, design development, proposal development and management-level activities.
Qualifications
  • Education:

    Bachelor’s degree in Civil Engineering, Construction Management, or related field (field operation experience may be considered).
  • Experience:

    Minimum 18 years in civil construction, with at least 5 years in Project Manager, Segment Manager, or Area Manager roles on heavy civil projects; DOT/public infrastructure experience highly preferred.
  • Project Expertise:
    Proven record of managing heavy civil construction projects from start to finish and familiarity with DOT procedures and standards.
  • Technical

    Skills:

    Proficiency in construction management software (Primavera P6, Microsoft Project, HCSS, Bid2

    Win, etc.) and strong MS Office skills.
  • Construction Knowledge:
    Solid understanding of construction methods, civil engineering principles, earthwork, asphalt paving, underground utility installation, and the ability to read and interpret plans and technical drawings.
