Emirates Electrical Engineering is a specialized business platform that provides comprehensive turnkey solutions combining development, financing, construction and operation of solar rooftops for commercial and industrial buildings in the UAE, and is also a responsive and flexible organization dedicated to the design and construction of turnkey electrical power projects such as high‑voltage substations, cable networks and transmission lines.
Job PurposeThe HSE (Health, Safety, and Environment) Engineer is responsible for overseeing and ensuring that all safety, health, and environmental practices comply with legal standards and company policies across the project site. The HSE Engineer is a leadership role that supports the implementation of safety protocols, manages the HSE team, conducts detailed risk assessments, and ensures all operations are carried out without compromising safety or environmental integrity.
This role also involves working closely with site engineers, supervisors, and management to promote a culture of safety and environmental responsibility on site.
- Develop, implement, and continuously improve the HSE Management System to ensure site activities are conducted in full compliance with HSE regulations.
- Ensure that the HSE system aligns with local and international regulations, industry best practices, and company standards.
- Conduct periodic HSE audits and inspections to assess the system's effectiveness and recommend improvements.
- Oversee the risk assessment process, ensuring that all site activities are assessed for potential health, safety, and environmental hazards.
- Implement and monitor the mitigation of risks, ensuring that control measures are in place and actively maintained.
- Lead detailed Job Safety Analysis (JSA), and identify corrective actions to eliminate risks in high‑risk areas.
- Ensure full compliance with local and international safety, health, and environmental regulations, including OSHA, OSHAD, and Civil Defense standards.
- Supervise the adherence to environmental policies, including waste management, emissions control, and resource conservation.
- Review and ensure that all environmental permits, licenses, and documentation are up to date.
- Oversee the development and delivery of HSE training programs, including inductions, safety procedures, emergency response, and environmental impact awareness for all site personnel.
- Ensure the accurate and timely documentation of all HSE activities, including risk assessments, safety reports, accident and incident reports, audits, and compliance checks.
- Prepare monthly and weekly HSE performance reports.
- Supervise and lead the HSE Officers and support their efforts in enforcing safety protocols and conducting site safety inspections.
- Oversee the preparation and implementation of emergency response plans, ensuring all emergency situations (e.g., fire, chemical spills, medical emergencies) are addressed promptly and effectively.
- Conduct regular emergency drills for all personnel, ensuring that everyone is familiar with emergency procedures.
- Liaise with regulatory authorities, ensuring that all HSE documentation, inspections, and certifications meet legal requirements.
- Ensure compliance with environmental regulations, including proper waste disposal and control measures.
- Develop and implement sustainable practices across the site, reducing the environmental impact of operations.
- Foster a safety culture on site by engaging employees at all levels in safety initiatives, campaigns, and continuous safety education.
- Monitor and track key safety performance indicators (KPIs), such as accident frequency rates, near misses, and corrective action closure rates.
