Role Purpose

Working for a large multinational design and engineering consultancy on part of the largest rail network in the GCC/Middle East. Currently at bidding stage; if awarded and CV approved by client, start in March 2026.

Key Responsibilities Quality Management System
  • Develop, implement, and maintain the Project Quality Management Plan (QMP) per contract requirements, ISO 9001, and client procedures.
  • Establish quality policies, objectives, procedures, and inspection regimes for all construction activities.
  • Ensure effective document control for drawings, specifications, ITPs, method statements, and quality records.
Quality Assurance & Quality Control
  • Oversee QA/QC activities across disciplines: civil works, structures, track works, stations, systems interfaces, and associated infrastructure.
  • Review and approve contractor quality plans, method statements, ITPs, and material submittals.
  • Ensure materials, workmanship, and construction methods comply with approved standards and specifications.
  • Monitor non‑conformances (NCRs), corrective and preventive actions, and verify close‑out.
Construction Supervision (CS)
  • Lead and coordinate construction supervision teams to ensure works are executed per approved drawings, specifications, and schedules.
  • Conduct regular site inspections, witness tests, and verify completed works.
  • Ensure hold points and witness points are respected before proceeding.
  • Support certification of completed works, interim payments, and handover documentation.
Interface & Coordination
  • Coordinate with engineering, construction, HSE, environmental, planning, and commercial teams for integrated delivery.
  • Provide quality input to design reviews, constructability assessments, and value engineering.
  • Support interface management between civil works, railway systems, utilities, and third‑party works.
  • Plan and lead internal and external quality audits and inspections.
  • Prepare regular quality performance reports for the Client and Engineer.
  • Analyze quality trends, identify root causes of recurring issues, and implement improvement measures.
  • Promote a culture of quality awareness and continuous improvement throughout the project.
  • Lead, mentor, and manage QA/QC engineers, inspectors, and supervision staff.
  • Deliver quality induction and training programs for project staff, contractors, and subcontractors.
  • Ensure competency and adequacy of supervision resources in line with project requirements.
Qualifications & Experience Education
  • Bachelor’s degree in Civil Engineering, Railway Engineering, Construction Engineering, or a related technical/engineering discipline.
Experience
  • Minimum of ten (10) years’ relevant professional experience in QA/QC and construction supervision on major infrastructure projects.
  • Proven experience on large‑scale railway or infrastructure projects is strongly preferred.
  • Experience working under FIDIC-based contracts and with international clients or consultants is an advantage.
Technical & Professional Competencies
  • Strong knowledge of quality management systems (ISO 9001) and construction supervision practices.
  • In-depth understanding of railway construction standards, specifications, and testing requirements.
  • Ability to review and interpret technical drawings, specifications, and contractual documents.
  • Experience managing NCRs, audits, inspections, and certification processes.
