Manager - EHS

Role Context and Purpose

To lead, implement, and continuously improve the Environmental, Health & Safety (EHS) management systems of the pharmaceutical manufacturing facility in compliance with UAE Federal regulations, Dubai Municipality requirements, MOHAP guidelines, and international standards (ISO 14001 & ISO 45001), ensuring a safe, compliant, and sustainable operation.

Reporting to:
Plant Head

• Regulatory Compliance & Governance
  • Ensure compliance with:
    • UAE Federal Law No. 24 (Environmental Protection)
    • UAE Labour Law (Occupational Health & Safety)
    • Dubai Municipality EHS regulations
    • Civil Defense requirements
    • MOHAP regulatory expectations
  • Liaise with regulatory authorities during inspections and audits.
  • Maintain all statutory licenses, permits, and environmental approvals (ETP/STP, hazardous waste, air emissions, etc.).
  • Lead closure of regulatory observations and CAPA implementation.
• EHS Management System
  • Establish and maintain ISO 14001 & ISO 45001 compliant systems.
  • Develop and implement EHS policies, SOPs, risk assessments, and emergency response plans.
  • Conduct internal audits and management reviews.
  • Monitor EHS KPIs and present monthly reports to site leadership.
• Occupational Health & Safety
  • Conduct risk assessments (HIRA/JSA) for production, engineering, warehouse, and laboratory operations.
  • Ensure safe handling of:
    • Solvents and flammable materials
    • Hazardous chemicals
    • Compressed gases
    • Boiler and utility systems
  • Oversee contractor safety management.
  • Ensure compliance with Permit to Work (PTW) systems:
    • Hot work
    • Confined space entry
    • Work at height
    • Electrical isolation (LOTO)
  • Investigate accidents, incidents, and near-misses with root cause analysis.
• Environmental Management
  • Oversee operation and compliance of:
    • ETP & STP
    • Hazardous waste storage
    • Chemical waste disposal
  • Monitor water, air, and noise emissions.
  • Drive sustainability initiatives:
    • Energy optimization
    • Water conservation
    • Waste reduction programs
  • Ensure compliance with waste manifest documentation and approved vendors.
• Emergency Preparedness & Fire Safety
  • Coordinate with Dubai Civil Defense.
  • Ensure fire detection & suppression systems are maintained and tested.
  • Conduct mock drills (fire, chemical spill, medical emergency).
  • Maintain emergency response teams and first aid teams.
• Training & Culture Development
  • Conduct EHS induction for all employees and contractors.
  • Organize periodic safety training sessions.
  • Promote safety culture and behavioral safety programs.
  • Lead safety committee meetings.
• Documentation & Reporting
  • Maintain complete EHS documentation and records.
  • Submit required environmental and safety reports to authorities.
  • Maintain MSDS library and chemical inventory control.
  • Ensure compliance documentation during GMP inspections.

• Bachelor’s Degree in Environmental Engineering, Chemical Engineering, Occupational Health & Safety, or related field.
• NEBOSH IGC (mandatory)
• ISO 14001 & ISO 45001 Lead Auditor certification (preferred)

• 12 to 15 years of EHS experience
• Minimum 5 years in pharmaceutical or regulated manufacturing environment
• Experience dealing with UAE regulatory authorities (Dubai Municipality, Civil Defense, MOHAP)

• Strong knowledge of UAE EHS laws and GMP requirements
• Risk assessment and hazard identification expertise
• Incident investigation & root cause analysis

• Leadership and stakeholder management skills
• Strong documentation and reporting skills
• Crisis management capability
