Lead and manage the project Quality Management System for mechanical works on open‑cycle gas turbine power plants executed under UAE Standards & requirements.
Ensure construction, fabrication, testing, and commissioning activities comply with project specifications, & standards, local regulations, and international codes. Provide technical leadership for inspections, NDT, welding control, subcontractor quality, and final project handover documentation.
Key Responsibilities:- QMS Leadership Implement and maintain the project Quality Management System and project Quality Plans in line with ISO 9001:2015 and project quality requirements.
- Follow project Compliance and ensure all activities meet the required Distribution Code, Connection Code, and project quality requirements for power plants; coordinate daily inspection and use client documentation portals as required.
- Mechanical Inspection & NDT Oversee visual inspections and NDT (UT, RT, PT, MT) for piping, structural works, tankage, pressure vessels, and rotating equipment; verify NDT reports and acceptance criteria.
- Review, approve, and control WPS, PQR, and WPQR; manage welder qualifications and welding inspection in accordance with ASME/AWS and project specifications.
- Review and manage subcontractor Quality Plans, ITPs, material submittals, and approvals from submittal stage through final handover; perform surveillance and audits of subcontractor activities.
- Regulatory & Code Conformance Ensure compliance with local regulatory requirements including Dubai Civil Defense, Dubai Municipality, and relevant industry codes (ASME, AWS, API, ASTM, NFPA, IEC).
- Nonconformance & Corrective Actions Issue and manage NCRs, CARs, and PARs; lead root cause analysis and implement corrective/preventive actions to closure.
- Prepare and control QA/QC documentation: ITPs, inspection reports, weekly/monthly quality reports, and final turnover dossier for project close‑out; maintain records in SAP or DEWA portals.
- Monitor hydrostatic testing, mechanical completion, pre‑commissioning activities, and equipment calibration; verify readiness for commissioning.
- Interface daily with the client inspectors, client representatives, consultants, third‑party inspectors, and construction teams; lead quality audits and client inspections.
Required:
- 20+ years of experience in QA/QC for powe plants projects.
- Familiarity with local standards & specifications (e.g., Distribution Code, Connection Code, client quality requirements for power plants).
- ISO 9001:2015 Lead Auditor certification (or equivalent) – to manage the project’s quality management system.
- Experience with simple cycle / gas turbine power plants (specifically open cycle; not only combined cycle).
- Knowledge of local regulatory requirements – Dubai Civil Defense, DM, and industry codes (ASME, AWS, API, ASTM, NFPA, IEC).
- Relevant NDT / welding background – CSWIP 3.2 / AWS CWI or equivalent, as piping, structural, and rotating equipment QA/QC are critical.
- Ability to manage subcontractor quality plans, ITPs, and material approvals from submittal to final handover.
- Proficiency in quality documentation – NCRs, CARs, PARs, weekly/monthly quality reports, final dossier for project close‑out.
- Previous experience on at least one ‑executed power generation project in UAE.
- Familiarity with SAP & online documentation portals.
- Immediate joiners are highly preferred due to project schedule.
