Responsibilities
- Obtain, manage, and maintain No Objection Certificates (NOCs) required for landscaping projects.
- Ensure compliance with local regulations, environmental standards, and client requirements before commencing work.
- Identify and compile the necessary documentation for obtaining NOCs from relevant authorities (e.g., municipal corporations, environmental agencies, utility providers).
- Prepare and submit NOC applications in a timely manner, ensuring accuracy and completeness.
- Track the status of NOC applications and follow up with authorities to expedite approvals.
- Maintain a centralized database of all NOCs, including validity periods and renewal deadlines.
- Stay updated on local and federal regulations related to landscaping projects (e.g., environmental laws, water usage policies).
- Conduct periodic audits to verify compliance with NOC conditions and report any discrepancies.
- Manage the final handing over of projects to clients, including preparation of O&M, AS Built, follow‑up, commissioning, and final inspection approvals.
- Mentor, train, and supervise intermediate and junior engineers.
- Coordinate with consultants and clients for site proceedings and with internal teams (project managers, designers, contractors) to ensure NOC requirements are understood and implemented.
- Communicate NOC‑related updates and requirements to clients and stakeholders.
- Conduct site verifications with authorities such as DEWA, DU, Etisalat, ITS, Empower, etc.
- Maintain accurate and organized records of all NOCs, correspondence, and approvals.
- Prepare reports on NOC status, compliance issues, and project delays for management review.
- Develop and update standard operating procedures (SOPs) for NOC applications and compliance.
- Address and resolve objections or issues raised by authorities during the NOC approval process.
- Propose alternative solutions or modifications to project plans to meet regulatory requirements.
- Escalate critical issues to senior management when necessary.
- Monitor expiration dates of NOCs and initiate renewal processes in advance.
- Handle amendments to existing NOCs due to changes in project scope or regulations.
- Ensure all renewed or amended NOCs are properly documented and communicated to relevant parties.
- Bachelor’s degree in Civil Engineering, Environmental Science, Business Administration, or a related field.
- 3–5 years of experience in compliance, documentation, or regulatory affairs, preferably in the landscaping, construction, or real‑estate industry.
- Proficiency in document management systems and Microsoft Office Suite.
- Experience using AutoCAD and government portals.
- Knowledge of local regulations and permitting processes related to landscaping and construction.
- Familiarity with environmental and local laws is a plus.
