Corporate Procurement Manager – UAE international expertise
We are looking for a Corporate Procurement Manager who will lead procurement strategy, governance, and operational excellence across construction and infrastructure projects throughout the Middle East.
This role is responsible for driving regional procurement performance, supporting project delivery teams, strengthening supplier and subcontractor relationships, and ensuring procurement activities align with business objectives, governance requirements, and project execution needs.
In this leadership role, you will work closely with project teams, engineering, commercial, tender, and operational functions while developing a high‑performing procurement organization that supports large‑scale construction and infrastructure projects across the region.
Your Contribution Procurement Strategy & Governance- Implement and continuously improve the regional procurement framework
- Ensure procurement activities are conducted with the highest standards of integrity, transparency, and compliance
- Ensure alignment with procurement policies, contractual requirements, governance standards, and internal procedures
- Support and drive the effective use of digital procurement platforms and related systems
- Lead system improvements, integration initiatives, and process optimization activities
- Standardize procurement workflows, approval processes, templates, and reporting structures
- Train project teams and promote consistent adoption of procurement systems across business units
- Coordinate regular project reviews to monitor procurement performance and progress
- Facilitate procurement planning sessions and risk review meetings
- Ensure procurement schedules remain aligned with project programs and critical path activities
- Act as a key link between Operations, Engineering, Tender, Commercial, and Shared Services functions
- Develop sourcing strategies for high‑value and strategic procurement packages
- Lead competitive tendering processes, commercial evaluations, and negotiations
- Ensure procurement decisions achieve optimal value in terms of cost, delivery, quality, warranties, and contractual protection
- Establish and manage framework agreements with key suppliers and subcontractors
- Coordinate with global procurement stakeholders to maximize procurement leverage and sourcing opportunities
- Identify and implement strategic procurement opportunities for commonly used construction materials and equipment
- Develop, maintain, and evaluate supplier databases covering prequalification, performance, and risk management
- Organize supplier engagement initiatives and capability development workshops
- Monitor market conditions, cost trends, inflation impacts, and supply chain risks across the region
- Prepare and oversee procurement reporting and performance dashboards
- Monitor procurement progress, savings opportunities, risks, delays, and supplier performance
- Present procurement performance insights and recommendations to senior management
- Develop and strengthen procurement capabilities across the region
- Define team structures, role responsibilities, skills development plans, and succession strategies
- Establish performance objectives and KPIs for procurement personnel
- Conduct regular performance reviews, coaching sessions, and professional development activities
- Promote a culture of collaboration, transparency, accountability, and service excellence
- Encourage strong cross‑functional cooperation between procurement, engineering, commercial, tender, and operations teams
- Bachelor’s degree in Engineering, Quantity Surveying, Supply Chain, Procurement, Business, or a related discipline
- An engineering background, particularly in Civil, Structural, Architectural, or Construction‑related disciplines, is strongly preferred
- Minimum 20 years of procurement experience within construction, engineering, EPC, or infrastructure project environments
- Proven experience in a senior or corporate procurement leadership role
