About The UAE Country Office

The United Arab Emirates (UAE) is covered by the Regional Office (RO) for the Middle East and North Africa (MENA). GGGI3 is scaling up its activities to deliver a multi-year cooperation program with the UAE Ministry of Climate Change and Environment (MOCCAE), supported by a Host Country Agreement and MoUs with other partners to support Climate Planning, MRV, Air Quality, and ESG.

Position Summary

Based in Dubai at MOCCAE, the Senior Climate Action Officer leads climate change adaptation related efforts under the UAE country program, provides substantive inputs and analyses to the development, delivery, and assessment of work programs and activities at country level; organizes program activities across green growth planning (especially National Adaptation Planning), capacity building and country-specific knowledge development for effective result deliveries;

maintains effective program reporting and communication in line with GGGI corporate policies, standards and protocols.

Purpose

  • Provide strategic leadership and technical guidance to support the UAE’s climate change adaptation agenda at national and sub-national levels.
  • Support the development and implementation of evidence-based adaptation priorities aligned with national development objectives.
  • Advise government partners on climate change adaptation and green growth policies in line with international best practices.
  • Promote the effective application of adaptation frameworks, methodologies, and tools.
  • Lead the efforts of conducting climate risk and vulnerability assessments (CRVA).
  • Lead the efforts and contribute to the development of the UAE NAP.

Engagement

  • Advise Country Team and Representative with evidence and data driven inputs/analyses on program activity development, implementation and assessment.
  • Collaborate with other country teams, units and divisions of GGGI on identified joint activity opportunities to ensure integrated delivery as “One GGGI”
  • Maintain active professional relations with partner governments and other key stakeholders to capture/integrate their changing green growth needs and manage their expectations.
  • Promote green growth and the GGGI methodology with the donor community and other stakeholders.
  • Advise GGGI on opportunities for engagement in the national context, demonstrating effective adoption of the GGGI approach.

Delivery

  • Identify project delivery issues and ensure effective coordination of project activities/resources for the attainment of objectives against established time frames.
  • Develop project execution modality and documents across project management cycle per country.
  • High-quality technical outputs such as policy briefs, tools, and methodologies for adaptation planning.
  • Effective stakeholder engagement ensuring government ownership and donor confidence.
  • Timely and accurate reporting of program activities and results to internal and external audiences.
  • Capacity building and knowledge sharing through workshops and consultations aligned with annual work plans.
  • Risk management and adaptive improvements based on lessons learned and evolving priorities.
  • Organize program activities including policy consultation, validation meetings, workshops, and capacity building programs based on yearly/ biannual work programs and budget plans.
  • Comprehensive NAP implementation including vulnerability assessment, costing, and integration with Emirate-level plans.
