We are seeking a highly experienced, hands-on Public Relations Officer (PRO) to manage all HR-PRO and government-related activities for a large group of companies operating across Dubai Mainland and JAFZA. This is a predominantly office-based role requiring the candidate to personally handle online government portals, typing, submissions, approvals, and follow-ups
, rather than delegating tasks to typists or runners.
The role will independently manage 20+ legal entities and support a workforce of 200–300+ employees
, ensuring full compliance with UAE labor, immigration, and regulatory requirements. The ideal candidate must have direct control of government system logins
, strong technical knowledge of portals, and proven experience working with large corporate or group-company structures.
- 5–7 years of proven UAE PRO experience with strong exposure to Dubai Mainland and JAFZA
. - Mandatory experience supporting large organizations or group companies with 200–300+ employees
. - Proven ability to independently manage 10–30+ legal entities and high-volume transactions.
- Hands-on, office-based PRO who personally handles typing, submissions, and approvals (not field-only or delegating to typists).
- Active, working knowledge of and direct access to government portals and logins (MOHRE, GDRFA, ICP, Amer, Tasheel, JAFZA, DED, etc.).
- Strong understanding of UAE labor law, immigration, WPS, GPSSA, Nafis, and Emiratization requirements.
- Experience handling major corporate government accounts and complex compliance cases.
- Excellent organizational skills with high attention to detail and compliance accuracy.
- Ability to manage multiple deadlines independently in a fast-paced, high-responsibility environment.
- Fluent in English and Arabic (spoken and written), including Arabic typing and drafting official letters.
- Independently perform all typing, submissions, and processing through government portals including MOHRE, GDRFA, ICP, Amer, Tasheel, DED, JAFZA, DTCM, Dubai Municipality, RTA, GPSSA, Nafis
, and other relevant authorities. - Maintain and operate own authorized logins and credentials for all government systems.
- Prepare and submit applications, modifications, renewals, cancellations, and approvals without relying on external typists.
- Manage the full employee lifecycle: employment visas, renewals, cancellations, status changes, transfers, dependents, and business visas.
- Coordinate medical tests, Emirates , and Tawjeeh as required.
- Track visa, passport, EID, labor card, ILOE, and contract expiries; ensure timely renewals.
- Handle absconding cases, labor complaints, fines, and visa rejections.
- Independently administer 10–30+ legal entities across mainland and free zones.
- Manage establishment cards, quotas, trade license coordination, and regulatory renewals.
- Liaise with legal, HR, and finance teams to ensure entity-level compliance.
- Support onboarding and offboarding for large employee volumes.
- Manage WPS registrations and monthly salary compliance.
- Handle GPSSA registrations and pension-related submissions.
- Support Emiratization and Nafis portal compliance and reporting.
- Maintain professional relationships with officials at relevant government departments.
- Visit government offices only when strictly required for complex cases or escalations.
- Represent the company during inspections, audits, or official inquiries.
- Maintain audit-ready digital and physical records for all entities and employees.
- Provide regular reports on visa status, compliance risks, fines, and upcoming renewals.
Ensure timely top-up and management of government payment accounts.
