• The Product Director /Business Analyst (PD/BA) will be the strategic and operational anchor ofthe Al Manassa (CMS) redevelopment initiative.
• Embedded directly withinthe UAE Federal Entity, this individual will act as the single point of accountability for the platform’s roadmap, requirements, and delivery.
• This role is not limitedto documentation or coordination. It requires a hybrid leader who combinesproduct ownership, strategic analysis, and technical literacy, withcultural and linguistic fluency. The PD/BA must understand executivepriorities, translate them into business and system requirements, andensure these are delivered through technical teams, outsourced partners,and AI/ML specialists.
• The CEO/Top Managementdescribed this role as the “brain” of the project. The PD/BA will ensure that the Al Manassa platform is not just
  rebuilt,but reimagined as a secure, AI-driven, bilingual decision-intelligence system that meets the needs of VIP, Higher Management, analysts, and other stakeholders

• Experience:
  
  Minimum 5
  -7years in product ownership, digital transformation, or enterprise
  
  AI-enabled platforms, ideally in a government or Tier-1 consultingcontext.
• Technical Literacy:
  Familiarity with data ingestion, APIs, CMS platforms, MDM (Black Berry,Mobile Iron), and AI/ML governance.
• Compliance Knowledge:
  Deep understanding of TDRA frameworks, Fed Net integration, UAE data protection laws.
• Leadership:
  Proven ability to manage multidisciplinary teams, vendors, and stakeholders across government entities.
• Linguistic:
  Fluent in Arabic (essential) and English (mandatory).
• Cultural Fit:
  Strong understanding of UAE government workflows and leadership expectations.

• BRD and SRS completed, validated, and approved.
• Platform Phase 1delivered with secure CMS, validated ingestion, and AI MVP.
• EN/AR bilingual parityachieved across dashboards and exports.
• Predictive analyticslive by Phase 2 (2026 – 27),with measurable accuracy metrics.
• 100% compliance with UAEcybersecurity, Fed Net, and MDM standards.
• Positive feedback from Leadership and Top Management on platform usability and accuracy.

• Reports directly to Entity Project Leadership (Higher Management, CEO & Project Manager).
• Works alongside:
  Solutions Architect, Senior Backend/Frontend Developers, Security Lead.
• Oversees: QA, Dev Ops, UX/UI, Data Manager roles (once phased in).
• Provides governance over outsourced vendors and AI/ML partners.
