Job Title:
Project Quality Manager
Location: Dubai, UAE

Role OverviewThe Project Quality Manager will be responsible for planning, managing, and implementing all quality assurance and quality control activities for onshore EPC projects across multiple disciplines, including Static, Rotating, Piping, Electrical, and Instrumentation. The role demands strong leadership, expert understanding of international codes and standards, and the ability to ensure that all project deliverables meet contractual, regulatory, and client quality requirements.
This position plays a critical role in maintaining compliance, driving continuous improvement, and ensuring flawless project execution.
- Develop, implement, and maintain the Project Quality Plan (PQP) in alignment with project specifications and company standards.
- Lead and supervise QA/QC teams across Static, Rotating, Piping, Electrical, and Instrumentation disciplines.
- Coordinate with engineering, procurement, and construction teams to ensure quality requirements are integrated into all project phases.
- Review and approve Inspection & Test Plans (ITPs), Method Statements, Quality Control Procedures, and Work Instructions.
- Conduct internal and external quality audits; manage NCRs, CARs, preventive actions, and close‑out reports.
- Ensure strict compliance with international codes such as ASME, API, ASTM, AWS, IEC, ISO, and other relevant industry standards.
- Interface with client representatives and third‑party agencies during inspections, audits, and technical reviews.
- Monitor contractor performance and ensure subcontractors adhere to quality requirements.
- Oversee material receiving inspections, equipment testing, FAT/SAT, WQT/PQT, and welding/NDE activities.
- Prepare and maintain quality records, inspection reports, and documentation for final handover and project closeout.
- Lead root‑cause analysis and implement corrective measures to prevent recurring quality issues.
- Provide training and mentoring to site QA/QC personnel ensuring competence and compliance.
- Ensure HSE and Quality integration in accordance with company management systems (ISO 9001, ISO 14001, ISO 45001).
- Bachelor’s degree in Mechanical, Electrical, Instrumentation, or related Engineering discipline.
- Minimum 8–15 years of experience in QA/QC roles within Oil & Gas / EPC onshore projects.
- Proven experience handling multi‑disciplinary quality functions (Static, Rotating, Piping, Electrical, Instrumentation).
- Lead Auditor certification (ISO 9001:2015) preferred.
- Strong knowledge of EPC project execution, construction processes, and commissioning quality requirements.
- Familiarity with ASME, API, AWS, IEC, NACE, ISO, and other global standards.
- Strong leadership skills with the ability to manage multi‑disciplinary QA/QC teams.
- Excellent understanding of engineering drawings, QMS, and inspection/testing procedures.
- Expertise in problem‑solving, root‑cause analysis, and continuous improvement techniques.
- Solid communication and coordination skills for client, vendor, and third‑party interactions.
- Proficiency in QA/QC documentation, reporting tools, and digital quality management systems.
- Ability to work under tight deadlines in fast‑paced onshore project environments.
