Overview
Established in 1985 as the airfreight division of Emirates, Emirates Sky Cargo is the largest international cargo airline in the world. We are looking for supply chain and logistics professionals to support Emirates Sky Cargo as the organisation increases its cargo capacity and develops specialised products to meet the growing needs of customers.
Cargo Standards and Procedure Officer role:
You will participate in the creation, maintenance and updating of the Emirates Sky Cargo Cargo and Mail Handling Manual (applicable across Emirates Sky Cargo's network) and Dubai Cargo Handling Instructions, as directed by international regulations governing air cargo transportation, the UAE GCAA civil aviation regulations, and Emirates internal policies. You will contribute to the Emirates Ground Operations Manual (EK GOM) for freighter ramp operations and Emirates Sky Cargo's Operational Quality Manual on Quality, Safety and Operational Management Systems.
This role involves reviewing regulatory changes across the network that impact air transportation of cargo, engaging in the implementation of Customs and Regulatory enforcements within Emirates Sky Cargo, and managing the inventory level of stock and ordering IATA manuals in a cost-effective manner.
- Develop, maintain, and update cargo handling manuals, work instructions, and revision bulletins in line with regulatory standards (IATA, IOSA, GDP, CIQ) and customer requirements, ensuring consistent operational compliance across the network.
- Lead and support major projects including new station openings, aircraft additions, Sky Chain enhancements, regulatory enforcements, and cross-functional projects with Safety, Security, IT, Customs, internal Emirates departments (e.g., Centralized Load Control, Special Load Engineering) and external contracted parties such as Ground Handling Agents and other service providers; identify system/process gaps and drive improvements.
- Ensure compliance with Emirates corporate and departmental policies including Safety, Security and Operational Standards, engaging with stakeholders and internal departments to ensure operational procedures are aligned.
- Identify and formulate exceptions as solutions to facilitate transportation of cargo where handling limitations are observed at stations.
- Liaise with Emirates Group Security, GHAs, and support stations to obtain Civil Aviation permits for the transportation of Dangerous Goods.
- Manage procurement and cost control of third‑party regulatory documents (IATA/ICAO manuals), ensuring timely distribution and budget efficiency.
- Conduct periodic reviews with stations, evaluating changes in processes and handling capabilities; update station-specific profiles for network visibility and review station-level restrictions within Sky Cargo's Cargo Management System to ensure safe and effective handling of cargo.
- Monitor global cargo operational compliance, advise stations on corrective actions, and coordinate with managers and stakeholders to uphold consistent standards network-wide.
- Support station start-ups by ensuring operational materials, manuals, training, and system access are in place; coordinate with Training, Route Management, and IT for readiness and effective onboarding.
- Oversee regulatory affairs including customs ACI changes, PLACI projects, and global security compliance (NCASP, AOSP, EU ACC3, TSA).
- Manage all Sky Cargo training programmes—conduct analysis, create requirements, develop SOPs, and complete GSP governance obligations.
- Lead and facilitate Emirates Sky Cargo's program against Illegal Wildlife Trade (IWT); ensure alignment with IATA IEnvA Wildlife Module standards, hosting related audits and facilitating periodic management review meetings.
- Facilitate all external regulatory and customer audits representing Emirates Sky Cargo's operating procedures, document management systems and overall Quality and Safety management systems.
- 4 years experience in Logistics/Ground Operations/Air Cargo.
- Degree or Honours (12+3 or equivalent).
- Thorough knowledge and understanding of Aviation standards, IATA regulations (AHM, IGOM, CSCRM) and preferably Emirates Sky Cargo's Cargo and Mail Handling Manual.
- Sound knowledge of regulations related to the handling of dangerous goods, perishables, pharmaceuticals and live animals.
- Sound knowledge on Cargo Management Systems; added benefit would be knowledge on CXML and CIMP messaging standards.
