The City of Dublin is seeking an innovative individual to join our team as a Senior Civil Engineer (Design) to oversee the Design Group located within the Department of Engineering. Creativity, collaboration, and a drive to evaluate, innovate and improve workflows are key traits for success in this role. Must be able to manage and coordinate multiple concurrent projects, establish priorities, and successfully implement and execute projects, while guiding the Department's design standards and practices.

Primary Focus

This position's primary focus will provide Engineering guidance, leadership, knowledge and support to all City capital projects and related activities. This will involve close support and coordination with the City's various Departments/Divisions (Construction, Transportation & Mobility, Asset Management, Planning, etc.) and external stakeholders (residents, public, utilities, government agencies, etc.). This position will require extensive knowledge and experience in the project development process (PDP) implementing capital projects.

The successful candidate will utilize advanced knowledge of Engineering principles and practices to lead or provide significant contributions to complex, politically sensitive, and/or special projects requiring highly sophisticated technical research and analysis, and be able to present findings and recommendations to Engineering management, City leadership, City Council, City Boards and Commissions, and community organizations.

Given the nature of this classification's duties/responsibilities, it has been designated as Exempt under the governing Fair Labor Standards Act regulations and, therefore, is not entitled to formal overtime compensation and/or formal compensatory time.

Examples of Duties

Provide oversight, guidance, and direction to the design group within the City's Department of Engineering. Establish and implement a work plan for the group annually. Provide recommendations for and effectively utilize the design group's yearly operating budget. Lead training plan and implementation for the Design Group.

Serves as project manager for complex, technical engineering of capital projects that involve input and approval in multiple engineering specialty areas that may require final approval by City Council, Planning and Zoning Commission, or similar body; develops and recommends project budgets, cost estimates, schedules, requirements, and deliverables for approval; coordinates team members, prepares and presents status reports, and ensures schedules and budgets are met for all projects within the group.

Implements the project development process (PDP) for capital projects through the various phases. Manage projects in various project stages such as; programing/planning, study, scoping, detailed design, acquisition, environmental, bidding, and closeout.

Reviews plans and designs for complex, unusual, and sensitive projects to ensure compliance with City codes and standards, contract specifications, and Federal and State regulations; provides broad oversight in identifying and evaluating sound conceptual engineering alternatives for consideration and makes appropriate recommendations.

Provides technical expertise and guidance for Engineering staff, consultants, and other involved parties in general engineering issues and areas of specialty to develop optimal solutions to problems;
Maintains, reviews, updates, creates and modifies appropriate City Engineering standards.

Oversees complex and multifunctional studies involving engineering and other City staff; conducts complex feasibility studies including reviewing research results, developing options, making recommendations, estimating impact, and the like.

Effectively manages consultant contracts;
Develops project scopes for requests for proposals (RFPs) and City Bulletins; analyzes, scores, and ranks SOQs/RFPs; negotiates fees for project services; executes contracts through the City process; manages active contracts for accuracy, budget, and schedule regularly; reviews contract modification requests and provides…
