GENERAL SUMMARY:
Under the general supervision of the City Engineer or Civil Engineer III (Streets/Roadways), performs project management duties for Streets/Roadways projects and other municipal projects as assigned. This position coordinates with project stakeholders, secures project financing, supervises the project team(s) and ensures assigned projects stay on schedule, managing budget, are in compliance with local, state and federal regulations; and performs other duties as assigned.

DISTINGUISHINGFEATURESOFTHECLASS:
Work in this class involves capital project management for the Streets/Roadway Program and is responsible for; conceptual design and project planning, establishing a project scope and budget, property negotiations and acquisitions, secures and manages project funding sources, selection of consultants through the request for qualifications (RFQ) process, consultant contract negotiation, supervises the project team, executes the bidding process and construction contracts, reviews and approves project payments, and close out of the project and funding sources.

Work is performed in accordance with established standards and policies. Employees are expected to exercise individual initiative, judgment and discretion. The City Engineer or Civil Engineer III (Streets/Roadways) provide general supervision and review work through observation, conferences and results achieved.
Job Duties
  • Serves as a project manager and/or senior project engineer.
  • Supervise and manage the planning, design, and execution of Streets/Roadways engineering projects.
  • Coordinate project schedules, budgets, and resources to ensure timely and cost-effective project completion.
  • Monitor and evaluate project progress, identifying and resolving any issues or delays.
  • Initiate new projects in the financial system, and follow up on the status of proposals.
  • Respond in a timely manner to requests from both internal and external sources.
  • Be proactive in addressing issues brought to one's attention and elevate the appropriate issues to supervisor’s attention.
  • Develops engineering scope for projects.
  • Manages consultant and contractor selection process.
  • Assign tasks and ensure appropriate delegation of responsibilities within the team.
  • Mentor the project team on procedures, calculations, regulatory requirements, and engineering practice.
  • Directs and supervises other engineer's activities.
  • Lead technical teams and provide quality reviews to deliverables.
  • Works with draftspersons / technicians during design to produce working drawings.
  • Supervises and/or conducts the planning, design and preparation of project drawings, specifications and estimates for assigned projects.
  • Review engineering designs and technical reports for Streets/Roadways systems and infrastructure.
  • Ensure designs adhere to local, state, and federal regulations, as well as environmental and safety standards.
  • Conduct technical analysis of streets/roadway data to inform project decisions.
  • Advises on feasibility of streets/roadway projects.
  • Ability to look ahead on projects to identify possible challenges and identify options to navigate them. This includes effectively communicating internally and externally about the challenge(s).
  • Perform preliminary engineering evaluations, including but not limited to site investigation reports, quantity take-offs and opinions of probable construction cost.
  • Analyzes reports, maps, drawings, blueprints, tests, and aerial photographs on composition, terrain, hydrological characteristics, and other topographical and geologic data to plan and design project.
  • Prepares or directs preparation and modification of reports, specifications, plans, construction schedules, environmental impact studies, and designs for project.
