This is an exciting opportunity to join Dudley Adult Social Care at a pivotal time of transformation. We are recruiting two Strategic Commissioning Leads to play a central role in shaping the future of care and support across the borough.
As part of our senior leadership team, reporting to the Associate Director, you will drive ambitious commissioning programmes that promote independence, prevent or delay the need for long-term care, and deliver high-quality outcomes for local people. Working collaboratively across health, housing, communities and provider markets, you will help create a modern, sustainable Adult Social Care system that is responsive, innovative and focused on what matters most to residents.
These are high-profile leadership roles offering the opportunity to influence strategy, lead change at scale and shape the future direction of Adult Social Care commissioning in Dudley. Together, the postholders will provide strategic leadership across a portfolio of commissioning responsibilities, strengthening services, markets and partnerships to meet current and future these roles, you will:
Provide strategic leadership for Adult Social Care commissioning, driving transformation, innovation and continuous improvement. Lead the development and delivery of commissioning strategies that improve outcomes, maximise independence and promote wellbeing.
Shape sustainable and diverse care markets that deliver high-quality, person-centred support.
Drive a stronger focus on prevention, early intervention and asset-based approaches across services.
Lead end-to-end commissioning activity, from needs analysis and market development through to procurement, mobilisation and performance management.
Ensure effective governance, financial stewardship, value for money and regulatory compliance.
Use data, intelligence and insight to inform decisions, evaluate impact and improve outcomes.
Champion innovation, including technology-enabled care, digital solutions and community-based support models.
Build influential partnerships across the Integrated Care System, providers, housing, voluntary and community sectors, and wider stakeholders.
Lead, inspire and develop high-performing teams, fostering a culture of collaboration, accountability and excellence.
About You We are looking for ambitious, collaborative and forward-thinking leaders with a strong track record of commissioning and transformation within complex public sector environments.
You will bring:
Significant experience of strategic commissioning, service redesign and transformational change.
Strong knowledge of Adult Social Care policy, legislation and best practice.
Experience of market shaping, contract management and partnership working.
The ability to think strategically while maintaining a clear focus on delivery and outcomes.
Excellent leadership, communication and influencing skills, with the credibility to work across organisational and system boundaries.
Strong commercial and financial awareness, with experience of delivering value for money and sustainable services.
A passion for improving outcomes for residents and creating services that promote independence, choice and control. Why Dudley?
