The State of Connecticut, Department of Administrative Services (DAS ) Human Resources (HR) has an outstanding opportunity to serve as a Human Resources Generalist 2 to join the HR Operations team within the Department of Mental Health and Addiction Services (DMHAS ) in Middletown, CT.   • When in the office, the reporting location is DMHAS 1000 Silver Street in Middletown, CT.
  • Occasional travel to satellite DMHAS facilities may be required.
THE ROLE

The HR Generalist 2 is accountable for providing onsite agency support, including but not limited to, maintaining Human Resources Information System, reporting and data analysis, employee relations, new employee onboarding, and general state human resources administration.

Responsibilities include, but are not limited to:
  • Partnering with and advising agency managers and staff on mission-driven strategies and human resources policies and practices.
  • Making recommendations and advising leaders to effectively resolve problems or issues by using judgment that is consistent with standards, practices, policies, procedures, regulations, and union contracts.
  • Collaborating with dedicated HR teams and employees in specialty administrative areas such as leaves, benefits, workers compensation, talent solutions, and labor relations, enabling you to coordinate the end-to-end HR solutions to meet any operational challenge.
  • Maintaining all human resources records and transactions for employees within the Human Resources Information System (CORE-CT) including but not limited to processing positions, new hires, reclassifications, seniority, and salary adjustments.
  • Adhering to the state’s reemployment and SEBAC guidelines.
  • Interpreting and applying union contract language.
  • Using human resources metrics and analytics to make business decisions.
