The current opening is in the Indian Child Welfare unit in the Duluth office, supervising ongoing child protection case managers and support staff.
This position is part of the Merit System Supervisory Unit Employees Collective Bargaining Agreement represented by the Arrowhead Public Service Union.
As an employee in this class, you are responsible for interpreting and assessing policies and supervising the assigned staff. Duties include reviewing case records; monitoring program services; participating in community meetings; writing and monitoring service contracts; maintaining records; supervising staff and services in one or more program area(s). The work is performed under the direction of assigned supervisory staff.

Graduation from an accredited college or university with a Bachelor’s degree in social work AND two (2) years of full‑time paid verifiable experience as a social worker; OR a Bachelor’s degree in a closely related field (psychology, sociology, human services) AND three (3) years of full‑time paid verifiable experience as a social worker; OR a Bachelor’s degree in an unrelated field AND five (5) years of full‑time paid verifiable experience as a social worker;
OR graduation from an accredited college or university with a Master’s degree in social work, clinical psychology, counseling psychology, human services administration or a closely related field AND one (1) year of full‑time paid verifiable experience as a social worker.- Possession of a valid driver’s license.
Oral Assessment (Pass/Fail):
- Qualified candidates will be scheduled for the oral assessment taking place in Duluth, MN on January 20, 2026.
- If three or fewer applicants qualify for the oral assessment, it will be waived.
- Applicants who successfully pass the oral assessment will have their supplemental questions scored.
- Points will be awarded based on the applicants’ answers to supplemental questions 6-9.
- Experience beyond ten years may be included on the application for purposes of meeting minimum qualifications or informing the hiring authority of your complete employment history.
