Job Purpose Statement
The GIS Officer is responsible for providing a professional GIS support function to DTPC and managing the GIS geo database and software’s.
Key Performance Areas GIS Management
Compare and contrast different commercial GIS software packages, data collection tools and motivate for the various procurement options to DTPC.Operate GIS system components including hardware, software and printersAct as a custodian of GIS and or GEO database, ensuring that it is properly utilised and any additional changes are implemented in a methodological and systematic way.Undertake fieldwork in order to collect data and undertake post-processing.Implement and manage GIS projects.Investigate costings/budget for new projects and draft Terms of Reference for GIS projectsUndertake staff trainings on organisational GIS productsManage GIS software packages and sofware contractsManage GIS application licences and maintenance thereofAssist with the review of the GIS strategy and identifying pipeline of GIS projectsGIS Database and Web-Portal
Specify the appropriate method to capture the data source and the application.Manage data capture projects and provide quality control over the acquisition of spatial data for use in GIS.Convert CAD files produced for construction into GIS shape files/ feature classes and upload into the geo-database.Assist with the the development, design and implementation of a customized GIS web-portal for DTPC.Assist with the management and maaintenance ofthe DTPC server and web-portalDesign/develop and enforce DTPC data standardsManage the efficient filing of the GIS data to ensure users have easy access to the systemGIS Support
Provide GIS support for environmental projects, development planning, infrastructure as well as other divisions within the organization, on an on-going basis.Create detailed maps for the purposes of spatial, land use planning, environmental and infrastructure planning.Map production for the purpose of on-site services route planning and also for maintenance and verification of as-built drawings.Work with various clients across DTPC to provide project oriented GIS support.Collect spatial data for GIS analysisProvide GIS data to developers and external stakeholdersGIS Administration and Management
Assist with the design of the Geodatabase with support from appointed consultantsLiaise with external stakeholders such as eThekwini to ensure that they have updated DTPC dataFormulate data standards related to data entry and updatingWorkshop data standards with end usersFormulate data entry quality assurance by creating and updating data standardsCommunicate with internal and external resources to resolve end user technical issuesAnalyse business processes and recommend best-practise solutionsPropose and develop new approaches and options to meet user needsManage GIS projects from inception until completionResearch
Collect and analyse data for research purposes from aerial photographs, satellite images, ground surveys and reports.Undertake research on GIS products that could be beneficial for DTPC for implementationConduct market researchPrepare budget computations for GIS projectsPrepare Terms of Reference for GIS projectsFacilitate GIS projects through the procurement processesQualifications, Knowledge, Skills and Competencies Required
A bachelor’s degree or relevant equivalent qualification in Geography/ Cartography with GIS and Remote Sensing as a major subjectMinimum 2 - 5 years commercial experience working with geographic information systemsExperience in Geographic Database design management and maintenanceExperience in GIS analysis and map productionEligibility for registration with the South African Geomatics Council (SAGC) would be advantageousPhysically healthy and fit to undertake site visits.Code 8 Driver’s LicenseClosing Date

- R483,800 to R691,800 Total Cost to Company, inclusive of:
- R1,070 Medical Aid Allowance per month.
- Company Contribution to Provident Fund and Approved Group Risk Benefit.
- R1,092 Cell Phone Allowance per month.
- Non-guaranteed performance bonus.
- 20 Working days leave per annum.
