** About North Carolina Emergency Management:
The mission of North Carolina Emergency Management is to enhance North Carolina's resiliency through active collaboration, communication, and coordination of efficient and effective preparedness, response, recovery and mitigation of all natural and man-made hazards and threats. The primary mission of the Hazard Mitigation Section to manage and implement efficient and effective disaster recovery programs as authorized under N.C.G.S. 166A and other relevant legislation.
About the Position:
This position serves as the Business Manager for the Hazard Mitigation Section, with responsibility for managing financial, administrative, legal, and contractual operations and reporting for all state and federal grants and/or cost centers assigned to the section. The selected candidate will ensure effective oversight and management of federal and state disaster assistance funds, and to provide expert-level guidance to the Assistant Director and deputies for Hazard Mitigation on finance, administrative, and contractual related topics.
The Business Manager will also be responsible for assessing business systems to determine if there are weaknesses, providing support for programs of the Hazard Mitigation, ensuring business rules and analytics are up to date and correctly maintained. The Business Manager is responsible for the development, coordination and submission of required financial reports, compliance supplementals, grant agreements, and other documentation necessary for compliance with statutory and legislative requirements.
The position is responsible for managing the section’s portfolio of contracts, including review and approval of invoices and other reviews contract terms and contract recommendations to assure consistency with state, federal, and program requirements.
The selected candidate may also be required to do the following tasks:
· Maintaining good working relationships with other employees and those in other state and federal agencies.
· Speaking effectively in public presentations, expressing ideas clearly in writing, and clearly communicating data.
· Applying advanced knowledge of financial and administrative management and effectively communicating information.
· Exercising judgment in applying and interpreting state and federal emergency management policies and procedures.
· Coordinating and managing daily administrative duties for the Hazard Mitigation Section such as fleet management, P-Card use. travel arrangements, and other duties as assigned.
· Giving close attention to work detail, especially with legal documents, payments, and other analytical reports.
· Serving as an ambassador to the State of North Carolina in educating the State about Hazard Mitigation programs and emergency management in North Carolina.
· Management, with direct and indirect reports, for a team of budget analysts, compliance analysts, financial analyst, contract specialists, accounts payable, a legal assistant, and an administrative assistant.
