Overview
Be You. The Deputy Administrator serves as a trusted advisor and strategic partner to the Vice President for Community Affairs, advancing the office's mission. This position plays a central role in supporting compliance and risk management for community-engaged activities, facilitating trainings, implementing agreements, and supporting special projects. The role requires exceptional judgment and a deep understanding of the policies and regulations that shape purposeful partnerships.
Qualifications- Education and Training:
Terminal degree required;
Juris Doctor (JD) strongly preferred. - Experience in compliance, legal affairs, public policy, and risk management within a private, governmental or university setting.
- Advanced understanding of local, state, and federal policy issues that influence partnerships and community engagements.

- Collaborate with leaders across the institution to ensure compliance and risk management related to laws, institutional policies, and administrative requirements affecting community affairs.
- Review, draft, and coordinate with VP for Community Affairs, university counsel, and other colleagues on memoranda of understanding, community partnership agreements, grant agreements, and other collaboration frameworks with community organizations and local authorities.
- Understand and liaise with the office of community affairs and university colleagues on legal, policy, and personnel matters and provide advisement on issues related to community engagement.
- Ability to understand government and organizational policy development.
- Collaborate with offices at Duke and other entities to conduct training and informational sessions for staff on principles of engagement, compliance with regulations, and ethical standards related to community affairs.
- In partnership with unit leaders, develop and implement a structured process of assessing sponsor ships and deploying funding for these activities.
- Monitor and interpret local legislative developments affecting community engagement and provide timely updates to the VP for Community Affairs and other leaders.
- Support conflict resolution related to community issues.
- Represent the office in internal meetings as well as public events including university and community committees, events, and activities.
- Facilitate the ability of the VP for Community Affairs to manage functions by advising on key constituencies, providing context and background information on issues and coordinating research as assigned.
- Staff key leadership meetings, manage workflows and project timelines to ensure initiatives, deliverables, and resources are progressing according to plan objectives and in alignment with university goals.
- With direction from the VP for Community Affairs, prepare executive reports, briefings, and presentations as well as correspondences.
- Manage special projects and support unit leaders in guiding strategic initiatives.
- Legal Analysis and Interpretation:
Demonstrates the ability to interpret, analyze, and apply laws, regulations, and institutional policies governing university-community partnerships, contracts, and compliance obligations. - Risk Assessment Mitigation:
Proactively identifies, evaluates, and mitigates potential risks in community engagement, partnership agreements, and operational processes. - Policy and Regulatory Compliance:
Maintains deep knowledge of higher education regulations and ensures that all community affairs activities adhere to institutional, local, state, and federal requirements. - Conflict Resolution and Mediation:
Applies diplomacy, fairness, and sound judgment to resolve complex or sensitive issues among stakeholders, promoting collaboration and mutual understanding. - Strategic Thinking and Problem-Solving:
