Grade: Personnel Policies, Grade 7
Rate: Pay range begins at $29.97 - $40.46 per hour
Reports to: Director of Municipal Services
Schedule: 19.5 hours per week
Nature of WorkThe Building Inspector is responsible for the enforcement and compliance with Federal, State and local codes, laws and zoning and other bylaws and all applicable regulations; oversees the issuance of required permits applicable to building or structure construction and/or renovation plans and zoning ordinance compliance. Employee conducts periodic inspections, maintains records, and issues Certificates of Inspection for existing buildings as required by statute including places of assembly such as night clubs, restaurants, meeting halls, churches and schools;
for institutional uses such as hospitals, nursing homes, jails and prisons; and for residential uses such as hotels, lodging houses, limited group residences and all multifamily structures.
Provides responsive service on all complaints of property owners, tenants and others; investigates alleged violations and takes action if necessary. Employee is required to perform all similar or related duties.
Supervision ReceivedUnder administrative direction of the Director of Municipal Services, in accordance with applicable provisions of the Massachusetts General Laws, and local bylaws. Works independently from municipal policies and objectives. Consults with the Director of Municipal Services when clarification of operating policies are needed, or where clarification, interpretation, or exception to municipal policy may be required. The employee/official exercises control in the development of departmental policies, goals, objectives and budgets.
The employee/official is also expected to resolve all conflicts, which arise and coordinate with others as necessary.
Employee does not supervise other employees.
ConfidentialityEmployee has access to confidential information in accordance with the State Public Records law including official personnel files, department and client records as well as lawsuits. Confidentiality must be maintained with regard to this information in accordance with the Departmental Policy and Public Records Act.
AccountabilityConsequences of errors, missed deadlines or poor judgment may include adverse public relations, personal injury, danger to public safety, legal repercussions, jeopardize programs, lower standards of service, sub‑standard construction, monetary losses, damage to buildings and equipment, personal injuries, delay in service delivery or adverse public relations.
JudgmentThe work requires examining, analyzing and evaluating facts and circumstances surrounding individual problems, situations, or transactions, and determining actions to be taken within the limits of standard or accepted practices. Guidelines include a large body of policies, practices, and precedents, which may be complex or conflicting, gment is used in analyzing specific situations to determine appropriate actions. Employee is expected to weigh efficiency and relative priorities in conjunction with procedural concerns in decision making.
Requires understanding, interpreting and enforcement of state laws and local ordinances.
The work consists of the practical application of a variety of concepts, practices and specialized techniques relating to a professional or technical field. Assignments typically involve evaluation and interpretation of factors, conditions or unusual circumstances; inspecting, testing or evaluating compliance with established standards or criteria; gathering, analyzing and evaluating facts or data using specialized fact‑finding techniques; or determining the methods to accomplish the work.
