The Colorado Works Case Manager provides coaching services for unemployed or underemployed public assistance recipients under the Colorado Works program to ensure participants are engaged in activities that will improve their employability and assist them in becoming self-sufficient.

The Colorado Works Case Manager meets monthly via phone, video or in-person with participants, engages newly eligible participants, determines participants' ongoing program compliance or non-compliance through data entry; assures participants have the opportunity to comply with required activities in accordance with statutory and federal, state and local rules and regulations and helps engage and connect participants to community services. The Colorado Works Case Manager offers education and support services to participants using strength-based practices and motivational interviewing.

Responsibilities include engaging participants, conducting assessments, linking participants to financial services and community resources, and timely documentation/data entry.

Schedule:

Monday
-Friday, 8AM-5PM. This position may work remotely occasionally but is expected to be in the office at least once per week and meet clients as needed. This may be subject to change.

Essential Duties:
  • Completes orientations and individual assessments with clients facing multiple barriers to self-sufficiency and develops self-sufficiency goals and plans with those individuals.
  • Establishes and maintains respectful, professional partnerships with participants.
  • Coaches and supports participants in developing and achieving self-sufficiency goals and plans, including specific job skill coaching on interviewing skills, resume writing, etc.
  • Mobilizes and coordinates department and community services to assist and support participants.
  • Continually cultivates and works to maintain strong relationships with public and non-profit work sites which include but are not limited to sites that focus on training and specific, high-demand job skills; are accessible by public transportation; can accommodate non-English speakers; can accommodate individuals involved with the criminal justice system.
  • Determines continuing program compliance for participants in accordance with statutory and federal, state and local rules and regulations to assure eligibility for program benefits.
  • Interprets and analyzes participant data, identifies patterns, and draws logical conclusions from that data.
  • Effectively problem-solves discrepancies in case-related system issues to assure accurate program actions.
  • Interprets and evaluates computer-generated eligibility results to confirm the accuracy of system-determined actions.
  • Performs data entry and utilizes data from a wide variety of automated systems to provide accurate program services and ongoing case maintenance.
  • Interprets and applies complex and changing federal and state regulations to provide accurate program benefits.
  • Professionally handles participant contacts by phone, in-person, email or video conference.
  • Maintains confidentiality of participant information.
  • Works effectively with participants in crisis.
  • Communicates with personnel from state and federal agencies and community service providers to promote comprehensive services for customers.
  • Provides services in languages preferred by participants via interpretation and translation resources.
  • Assures participants comply with work and employability activities in accordance with statutory and federal, state and local rules and regulations.
  • Manages funding to ensure related revenue and allocations are fully maximized.
  • Prepares, reviews, and/or responds to audit exceptions by providing valid rule references or completing corrections within the automated system.
  • Articulates gaps and barriers in processes and proposes solutions to those gaps.
  • Maintains expertise in Colorado Works and other related programs.
  • Attends mandated meetings, conferences and training.
  • Networks with other counties to learn best practices.
  • Travels to service locations within Eagle County to provide job functions.
Qualifications:

Education, Experience, Licensure, Certification, or Registration:

  • High school diploma, GED or equivalent.
  • Three years’ experience working in the social service field with direct client interaction OR a combination of experience and/or education which produces the required knowledge, skills and abilities OR three years of progressively responsible paraprofessional level office, clerical or extensive public contact work experience.
  • Must be able to pass a criminal and child abuse background check.
